Bawaslu Explains Vote Recapitulation Process in Jayawijaya Electoral District 4

JAKARTA (MKRI) — The Constitutional Court (MK) again held a preliminary hearing in the legislative Election Results Dispute for Candidates in the Papua Mountain Province DPRD in the Plenary Courtroom on Tuesday (13/5/2024). The Petition registered with Case No. 177-02-16-37/PHPU.DPR-DPRD-XXII/2024 has been filed by the United Indonesia Party (Perindo). 

During the hearing, Bawaslu, represented by Kilion Wenda, explained that the Petitioner argued that the alleged loss of 4,551 votes was attributed to errors or negligence by the district election committee (PPD) at the District Level.

"Based on the results of supervision by Bawaslu Jayawijaya Regency, it was found that the C-Form Results were not provided by the ranks of the KPU Jayawijaya Regency. This led to the postponement of the plenary meeting recapitulation at the Regency level from February 27, 2024, to March 18, 2024. Consequently, on March 6, 2024, the Jayawijaya Regency KPU convened a meeting where 7 (seven) conclusion points were issued regarding the implementation of the vote count results recapitulation for the 2024 General Election," he said.

Kilion added that Recapitulation Plenary Meetings will continue to be held for districts with no issues, taking into account districts that are ready to be immediately implemented. C-Form Copies at the polling stations (TPS) level must be distributed to witnesses, the district election committee (PPD). "The Jayawijaya Regency KPU has asked for help from the police to look for the Wamena PPD whose existence is unclear," he said.

Continuing, Kilion stated that Bawaslu Jayawijaya Regency issued a letter of appeal on March 9, 2024, directed to the leadership of political parties. The purpose of this appeal was to urge the parties to instruct their respective candidates not to obstruct the performance of election organizers and supervisors at the TPS, village, and district levels, particularly regarding the submission of C-Form Results and D-Form Results.

Apart from that, in its written statement, Bawaslu explained that during the plenary meeting of the recapitulation at the Regency level, there were objections from witnesses stated in D-Form Special Events and/or Objections from KPU witnesses which read out in the Recapitulation of vote results at the Regency level were not the same as those read at the district level based on C-Form Results.

Therefore, Bawaslu Jayawijaya Regency issued a letter regarding Recommendations for correcting the recapitulation of the vote count results on March 19 2024, which contains corrections based on D-Form Special Events and/or Objections from KPU witnesses. However, the Jayawijaya Regency KPU did not follow up.

Meanwhile, the KPU legal counsel, James Simanjuntak, said that the election held in Asotipo District, Jayawijaya Regency, Papua Pegunungan Province using a noken/ikat system which was followed by all people who had registered in the Final Voters List (DPT) for Asotipo District, a total of 8,617 voters. Apart from that, in the recapitulation of votes at the sub-district level carried out on March 18 2024, the Petitioner (Hersen Wetapo) from the Perindo Party obtained 0 votes. Meanwhile, Ronal Asso from the Perindo Party received 4,066 votes, and Naris Wetapo from the Indonesian People’s Wave Party (Gelora) received 2,080 votes, and Antonius Wetipo from the Garuda Party received 2,471 votes.

"When the PPD read the recapitulation of votes from Asotipo District Jayawijaya Regency Level plenary meeting at the KPU office, no one objected, neither the Petitioner nor other party witnesses," he stressed. (*)
