Suhartoyo Presents AI Implementation in Judiciary at Semar Law Competition 2024

SOLO (MKRI) — Chief Justice Suhartoyo explained the implementation of artificial intelligence (AI) in the judiciary. He said it not only enhances efficiency but also improves transparency and procedural justice. The use of AI can reduce human bias and improve the consistency of decisions. However, we must take caution not to be slaves to machines. AI must be managed wisely to ensure that it supports and does not replace constitutional wisdom and substantial justice.

“In the Constitutional Court, we constantly strive to not only follow but also determine the future direction of fair justice. We see AI as a tool that can enrich the way we provide fast, precise, and accurate information services at every stage of case resolution. However, we also realize that any new technology must be integrated with caution and strict ethical considerations,” said Chief Justice Suhartoyo as the keynote speaker at the national seminar of Semar Law Competition 2024 on Saturday May 11, 2024 at Sebelas Maret University (UNS), Solo.

Secretary-General Heru Setiawan, acting rector of UNS Chatarina Muliana Girsang, dean of UNS’s Law Faculty I Gusti Ayu Ketut Rachmi Handayani, law lecturer Jadmiko Anam, head of the Information Communication Technology and Intellectual Property of Law Department of Padjadjaran University Sinta Dewi, Heylaw founder Awaludin Marwan attended the event as speakers.

Furthermore, Chief Justice Suhartoyo added that Indonesia is on the brink of a legal revolution accelerated by technology. University seminars, debates, and essay competitions are part of a larger discourse about the future of law and justice in Indonesia.

“Students, as the next generation, have a critical role in shaping how we as a nation utilize technology to strengthen our foundations of justice,” he said.

On this occasion, Chief Justice Suhartoyo stressed that academia are important actors who make significant contributions in guarding legal processes, since the formulation and formation of law as well as changes or updates to legal policies are part of the implementation of law in Indonesia.

“For the Court, critical academic thoughts are highly beneficial in obtaining various perspectives to enhance performance and efficiency, both institutionally and in terms of decision quality, while maintaining and preserving [justices’] independence,” said Chief Justice Suhartoyo, who also expressed special appreciation to universities and academics who have played a crucial role as friends of the court or court partners.

Equally important, he continued, at times like these, the Court requires the support of all parties, sectors, and stakeholders, to participate in efforts to restore and rebuild public trust.

“Cooperation and contributions from the academic community, once again in this case from Universitas Sebelas Maret, are crucial in the efforts of institutional improvement currently being undertaken by the Court,” he added.

Court’s Progressiveness

In his remarks at this event, Secretary-General Heru Setiawan told the participants to remain enthusiastic and participate in all series of activities because this was an important experience for improving their capacity. He also said that heading towards the Golden Indonesia 2045 Vision, the Court and the UNS have different roles. The Constitutional Court’s role in the RPJMN (national medium-term development plan) was to uphold the rule of law and the Constitution.

“So, because of its role of upholding the rule of law and the Constitution, [the Court] has the first national priority scale program to increase public understanding of Pancasila (Indonesia’s Ideology), the Constitution, and the Constitutional Court. The second priority is to improve the Constitutional Court’s decisions. For that, of course the rector and the Constitutional Court hope that all of you who have gathered here will understand Pancasila and the Constitution, so that you will ultimately understand your constitutional rights granted by the Constitution,” Heru said.

By understanding this, Heru continued, the Court will easily carry out its duties to protect the constitutional rights of citizens. He asserted that UNS had done a lot of programs to increase the understanding of Pancasila and the Constitution.

“The Semar Law Competition has three parts: today’s seminar that students including the competition’s participants attended,” he said.

Heru also talked about the improvement of the quality of the Court’s decisions. In this case, he added, there are two important things. One of it is modernization of the Court’s judicial processes. All Court proceedings have been carried out with the use of technology, showing the Court’s commitment to being a modern judicial institution.

Indonesia Golden 2045

On the same occasion, acting rector of UNS Chatarina Muliana Girsang explained that the main theme of this event is crucial because the current Indonesia will determine the Golden Indonesia 2045. The Law Faculty, she stressed, has an important role in this. “As a law community, [the Faculty of Law] has a great responsibility as a leader,” she said.

Meanwhile, dean of UNS’s Law Faculty I Gusti Ayu said in her remarks that this event was a collaboration between the Court and UNS’ Law Faculty. “I thank the Constitutional Court for its support. Since the Court was established, we have been cooperating. This cooperation has been going harmoniously. Many of our students are entrusted to intern at the Constitutional Court,” she said.

The national seminar was a collaboration between the Court and UNS. This event was part of the Semar Law Competition. The participants of the debate and essay competitions came from 41 universities.
