JAKARTA (MKRI) – The Dispute over the General Election Results (PHPU) of the Bogor City DPRD for the Bogor City 2 and Bogor City 3 electoral districts in 2024 was held again by the Constitutional Court (MK) on Wednesday (8/5/2024) in the plenary courtroom. Case Number 94-01-04-12/PHPU.DPR-DPRD-XXII/2024 was filed by the Party of Functional Groups (Golkar).
In the trial, Rio Wibowo Biki said that the Petitioner's argument that there had been a reduction in the Petitioner's vote in Bogor Electoral District 3 by 271 votes was incorrect. This was because based on the sub-district results that had been determined in the subdistrict election committee (PPK) plenary session where the sub-district results were read out, there were no objections from the petitioner's witnesses and no special event forms or witness objections were filed.
"The KPU of Bogor City as the chairperson of the meeting asked about the completeness of the evidence owned by the Golkar Party as a step to juxtapose the data, but the Golkar Party witness only showed manual recapitulation notes handwritten by the witness and not official documents issued by the KPU of Bogor City, West Bogor PPK, or KPPS so that the KPU of Bogor City considered the evidence shown by the Golkar Party witness weak and inaccurate," he said.
As a result, the Bogor City KPU could not accept the objection of the Golkar Party Witness and the Bogor City KPU determined the number of Bogor City DPRD Vote Acquisition Recapitulation in Bogor City Constituency 3 (West Bogor). At that time, the Golkar Party witness on behalf of Andi Muhammad Ilham of the Respondent requested a special event record form from the Bogor City KPU and was not willing to provide a signature on the city result document.
In addition, the argument regarding the addition of votes for other (political parties) in Bogor Electoral District 3 by 30 votes is not true. This data has been corrected during the plenary meeting from the subdistrict level to the provincial level.

No Votes Reduction
The same thing was said by the National Democratic Party (NasDem) as the Related Party. Ridwan Syaidi Tarigan as the representative of the NasDEm Party in his statement emphasized that the reduction of the Petitioner's vote by 271 votes was untrue. In the recapitulation process, he continued, the Related Party did not find any protests from the Petitioner. "There were no problems during the recapitulation," said Ridwan.
There is an argument that the NasDem party added 30 votes, he considered that this was untrue.
Meanwhile, the Related Party from PDIP represented by Wiradarma Harefa emphasized that his party withdrew the application to become a Related Party. "In this case, we would like to revoke the application for Related Party Number 94 dated April 23, 2024, as stipulated. Thus, we convey this request," he said.
Bawaslu’s Statement
On the same occasion, Bawaslu represented by Muamarulloh emphasized that based on the results of Bawaslu's supervision of Bogor City on the recapitulation of the determination of the results of the polling station vote recapitulation on the model D form. The results of the District / City DPRD compared to the vote acquisition in the model C form. Results-DPRD District/City of the NasDem Party at polling station 02, Cilendek Barat Village, polling station number 27, Pasir Jaya Village, polling station number 08, Pasir Mulya Village; and polling station number 01, Cilendek Barat Village, there were errors in writing (input) the number of valid votes of political parties and candidates from the Nasdem Party.
In addition to the input errors of the four polling stations as mentioned above, the Elections Supervisory Committee (Panwaslu) West Bogor Subdistrict in reviewing the determination of the recapitulation of the results of the polling stations at the sub-district level found an alleged administrative violation of the error in writing the results of vote acquisition of the Nasdem Party at Polling Station Number 49, Cilendek Barat Urban Village, West Bogor Subdistrict. The number of political party votes from the Nasdem Party based on Model D. Results Form. District-DPRD Regency/City amounted to 6 (six) votes. While the acquisition of votes in model C. Result form. Copies-DPRD Regency/City amounted to 4 (four) votes if you recalculate the number of votes for political parties and candidates (A1 + A2) in the column of the model form C. Results. The copy of the District/City DPRD given to the Supervisor of Polling Station Number 49, Cilendek Barat Village is written "five". Therefore, it is suspected that there is an addition and/or a difference of 2 (two) votes.
Muamarulloh also stated that the Bawaslu Bogor Regency had carried out preventive duties through an appeal numbered 108/HM.00.02/K.JB-04/02/2024 dated February 19, 2024, appealed to the Bogor Regency General Election Commission to order the Bogor Regency Election Committees to announce copies of the vote counting results certificates from all polling stations in their working areas by posting copies in public places.
Based on the results of Bawaslu supervision in Bogor Regency at the stage of recapitulation of vote counting results and determination of election results in 2024 at the Regency level held from February 28 to March 05, 2024, there were objections from PKS and PPP in 580 polling stations in Gunung Putri Sub-district, so the reading of Model D of DPR RI, Provincial DPRD, and Regency DPRD Subdistrict results was postponed until the Gunung Putri Subdistrict PPK made improvements to Model D of Gunung Putri Sub-district results under Model C Plano. The objections were corrected MODEL D DPR, REGENCY DPRD, AND PROVINCIAL DPRD in 580 polling stations in Gunung Putri Sub-district and the corrected results were read out again in the plenary meeting at Bogor Regency level.(*).
