PPP Alleges Vote Inflation by Garuda in Jambi I

JAKARTA (MKRI) - The Constitutional Court (MK) held a preliminary hearing on the Election Results Dispute (PHPU) over the 2024 DPR/DPRD (House of Representatives/Regional Legislative Council) on Friday afternoon (5/3/2024). The hearing was presided over by Constitutional Justice Arief Hidayat, accompanied by Constitutional Justice Anwar Usman and Constitutional Justice Enny Nurbaningsih.

It was held in Panel 3 Courtroom to examine Case No. 110-01-17-05/PHPU.DPR-DPRD-XXII/2024. Through H. Muhamad Mardiono as Chairman and H. M. Arwani Thomafi as Secretary General, the United Development Party (PPP) filed the case. The petition concerned the General Election Commission’s (KPU) Decree No. 360 of 2024 on the Election Results for DPR members in the Electoral District (Dapil) of Jambi City 1, 2, 3, 4, and 5.

At the hearing, the Petitioner argued the occurrence of a vote margin between the Petitioner and the Indonesian Guard of Change Party (Garuda) for the candidate appointment of DPR members in Jambi according to the Respondent's (KPU) version compared to the Petitioner's version. According to the Petitioner, the Garuda was supposed to acquire 129 votes, but the Respondent stipulated it to be 6,729 votes. In contrast, the Petitioner's votes, which they believed were supposed to be 64,714 votes, were only stipulated to be 58,114 votes by the Respondent. This indicates a discrepancy of 6,600 votes.

"It is  suspected that the Respondent carried out the votes transfer, from PPP to the Garuda, with a vote margin of 6,600 votes. According to the Respondent's version, PPP's votes were 58,114, while according to the Petitioner's version, they were 64,714. Meanwhile, according to the Respondent's version, the Garuda’s votes were 6,729, whereas according to the Petitioner's version, they were only 129," expressed the Petitioner's Legal Counsel Muallim Bahar.

Previously, besides the issues concerning DPR members, the Petitioner also challenged the appointment of members of the Provincial DPRD in the Jambi I and members of the DPRD in the Jambi 1-5. However, during the hearing on Friday (5/3/2024), the Petitioner, through their legal counsel, withdrew the request regarding the appointment of members of the Provincial DPRD in Jambi I and members of the DPRD in Jambi 1-5.

In the withdrawn PHPU request, the Petitioner argued about issues concerning the unlawful exercise of voting rights by the special voters list (DPK), leading to uncertainty in the election results.

In their petition, PPP requests the Court to annul KPU's Decree No. 360 of 2024 on the Election Result and to stipulate the vote acquisition they deemed accurate on the appointment of members of the DPR in the Jambi I. Additionally, the Petitioner requests the Court to order the KPU to conduct a revote at several polling stations (TPS) deemed problematic by the Petitioner.
