JAKARTA (MKRI) — A Legislative candidate of the Indonesian Solidarity Party (PSI), Sichard Elfriets Mual filed a petition to the Court to fill the 2024 General Election Results Dispute (PHPU) for candidates for the Jayapura City DPRD in the South Jayapura Electoral District (Dapil). The Petitioner felt disadvantaged by vote inflation, which reduced his votes.
“Based on the plenary meeting of the South Jayapura District taken over by the Provincial General Elections Commission (KPU), the recapitulation showed a loss of votes, particularly for PSI, Dapil 1 DPRD Jayapura City South Jayapura candidate number 2 on behalf of Sichard Elfriets Mual S.TP. and there is an inflation of votes, we felt disadvantaged because it affects the ranking obtained, from ranking 1 to ranking 3,” said the Petitioner's legal counsel, Leonard Ririmasse in the Panel Room of second Building the Constitutional Court, Central Jakarta on Thursday (2/5/2024).
Leonard stated that Sichard won by securing 981 votes across seven villages in South Jayapura. However, his votes were lost at the district-level plenary meeting results in several villages, totaling 103 votes.
The vote inflation occurred for candidate number 2 on behalf of Armaya Latuperisa Siregar from 596 votes to 1,180 votes. However, the witness on duty did not object when there were changes to the recapitulation of the results when read out by the District Election Committee (PPD).
In his petitum, Petitioner requested that the Court cancel the KPU Decree No. 360 of 2024 on the certification of the 2024 legislative election results of the DPR (House of Representatives), DPD (Regional Representatives Council), and Provincial and Regency/City DPRD (Regional Legislative Council). The petitioner also requests the Court to declare the correct vote acquisition of his version based on Form C1.
The hearing for case No. 26-02-15-33/PHPU.DPR-DPRD-XXII/2024 on Panel 2 was presided over by Deputy Chief Justice Saldi Isra (chai panel) and Constitutional Justices Ridwan Mansyur and Arsul Sani.
