PKN Requests Revote in Problematic Districts of Raja Ampat 3

JAKARTA (MKRI) – The Nusantara Awakening Party (PKN) filed a petition for the election results dispute (PHPU) for the 2024 election of candidates of the House of Representatives (DPR), Regional Representatives Council (DPD), and Regional Legislative Council (DPRD). PKN's petition is related to the DPR election of electoral district (Dapil) 3 Raja Ampat, Kofiau District, Southwest Papua.

The Registrar's Office of the Constitutional Court registered the PKN’s petition under No. 08-01-09-38/PHPU.DPR-DPRD-XXII/2024. The preliminary hearing of this case was presided over by Constitutional Justices Arief Hidayat (panel chair), Anwar Usman, and Enny Nurbaningsih on Tuesday, April 30, 2024.

"During the vote counting process in Kofiau district, the counting was not recorded in C plenary 1 (form), instead it was recorded on the blackboard. Then the results were not copied in C Plenary 1 but were copied on manila paper," said legal counsel Arfan Poretoka in the court.

Furthermore, he explained that in the process of copying from the blackboard and manila paper, there were allegations that the results of the calculation on the blackboard were different from what was written on the manila paper. The change was from 66 to 79 votes when transferred to manila paper.

Thus, it caused a decrease in PKN's vote. The Respondent certified the PKN’s vote acquisition at 299 votes where the Petitioner's vote should be 760 votes. The alleged fraud occurred in the process of transferring the calculation results from the blackboard to manila paper.

"Raja Ampat used the One Man One Vote system. There was no district plenary (meeting) here. After the voting was completed, the district plenary (meeting) was canceled and immediately held at the General Elections Commission (KPU) of Raja Ampat. In every C plenary (form) in the submitted districts, there were many tip-ex erasures on the paper," he said.

In the Petitum, the Petitioner requests the Court to cancel the KPU Decree No. 360 of 2024, to grant the Petitioner version of the vote acquisition results, which are the Prosperous Justice Party (PKS) by 654 votes and Nusantara Awakening Party (PKN) by 760 votes. The Court is also expected to order the KPU to conduct a re-voting in the problematic districts in Raja Ampat Regency, Raja Ampat 3.
