Ad Hoc Transcribers Receive Orientation

JAKARTA (MKRI) Ahead of the 2024 general election results dispute (PHPU) hearings, the Constitutional Court (MK) held an orientation for ad hoc transcribers on Monday, April 15, 2024 at the delegation room in the main building. The seventy-five ad hoc transcribers, who are students of the Indonesian Academy of Secretarial Studies and Management (ASMI) and the Tarakanita School of Business Communication and Secretarial Studies, signed a temporary employment contract with the Court.

The ad hoc transcribers were introduced to the work mechanism, their employment rights and obligations, and code of conduct. Before signing their contracts, they were briefed by head of the Legal Affairs and Registrar Administration Bureau Fajar Laksono on their upcoming responsibilities relating to the Court’s proceedings.

The Court’s core business, he said, is examining, adjudicating, and ruling cases. In this case, the transcribers will be hired for their support in the 2024 PHPU. He revealed that the Court’s transcripts are widely appreciated by the Court’s stakeholders. They serve as an instrument for the constitutional justices to ensure the process of past hearings.

“During justice deliberation meetings or when drafting legal opinions, the constitutional justices need transcripts of the hearings. For them, the transcripts are necessary to confirm [facts] when they’re drafting legal opinions. Secondly, its external use is for the public, especially the litigating parties [for] when giving arguments. Transcripts that you’ll be working on will have to be uploaded within a certain time window,” Fajar said.

He reminded the ad hoc transcribers that they work commenced since April 15 until June 14. “Hopefully this marks a good start for understanding how the Constitutional Court works, what the outputs are for, how to work meticulously. These are important. [General election results dispute cases] are special since they come by every five years. If the hearings are not adjourned yet, we cannot leave work, especially transcribers. This is our demand, zero mistake for [the sake of] the public. The faster the transcripts are uploaded, the better,” he stressed.

In addition, he asked that the ad hoc transcribers utilize the Court’s facilities well. “Please help us [maintain] cleanliness, orderliness. We have a work ethic, being a modern and trusted judicial institution. Modern does not only concern the buildings and facilities, but also mindset of becoming modern. In two months, you will have good work experience,” Fajar emphasized.

Because of the Court having speedy trial and the need for transcripts of the hearings, the Court recruited ad hoc transcribers whose tasks are transcribing and recording hearings. They are positioned in the registrar administration unit and tasked with transcribing all speech in the proceedings, replaying and paying attention to the proceedings, and performing transcription with typing speed of at least 350 characters per minute.

Their work hours are divided into two shifts: 07:00-19:00 WIB and 19:00-07:00 WIB. They will be working from April 15 to June 14, 2024. They will be supported by the Court’s experienced transcribers. The transcripts that they will be working on will become part of the Court’s history and contribution to Indonesia’s judiciary.
