In addition, Heru gave placed special attention to the functional positions and said that work unit leaders and employees can contribute through collaborative actions and ideas on how each functional official in the work unit can optimize their functions and roles through strategic plans and strategic implementation in the context of empowering human resource development plans that are managed based on information technology.

“Thus, performance and talent will be generated from collaborative working behavior. This is in accordance with the direction of the bureaucratic performance management policy that functional officials must be able to provide added value to the organization by realizing a collaborative way of working in achieving organizational goals and leaving behind individualistic ways of working and concern for only individual performance achievements, which tend to be purely administrative without seeing the positive impact to the organization,” Heru concluded.
