JAKARTA (MKRI) — Constitutional Justice Enny Nurbaningsih announced the plan to establish a permanent Constitutional Court Ethics Council (Majelis Kehormatan Mahkamah Konstitusi or MKMK), which the constitutional justices had decided unanimously. She made the announcement to the media on Wednesday, December 20, 2023 alongside acting head of the Public Relations and Protocol Bureau Budi Wijayanto and head of the Legal Affairs and Registrar Administration Bureau Fajar Laksono. Justice Enny stated that based on the Constitutional Court Regulation (PMK) No. 1 of 2023 on the Constitutional Court Ethics Council, the Ethics Council shall consist of three people comprising one constitutional justice, one public figure, and one academic with background in law.
“Therefore, Constitutional Justice Ridwan Mansyur will represent active constitutional justices; I Dewa Gede Palguna (Constitutional Justice for 2003-2008 and 2015-2020) will represent public figures; and Yuliandri as an academic from Andalas University will represent academics with a background in law,” said Justice Enny.
Furthermore, the council’s members will be officially inaugurated on Monday, January 8, 2024 for a one-year term. They will revise the Constitutional Court regulations, which must be adjusted to the legal developments within the Constitutional Court. This includes the Court’s procedural laws and the organization of the Ethics Council itself.

On November 7, 2023, the ad hoc MKMK handed down decisions on ethical violations committed by the constitutional justices. One of the decisions recommended the establishment of a permanent MKMK. After going through and completing various work agendas, the Court unanimously decided to establish a permanent MKMK to accommodate public aspirations and to supervise constitutional justices’ performance as law enforcers.
