BALI (MKRI) — The Center for Research, Case Review, and Library Management (Puslitka) received the predicate of a Corruption-Free Zone (WBK). The award was conferred to the Center’s head, Pan Mohamad Faiz at the hybrid event of “Appreciation and Award for Integrity Zone towards WBK/WBBM in 2023” organized by the Ministry of Administrative and Bureaucratic Reform (PANRB) on Wednesday, December 6, 2023. Vice President Ma’ruf Amin and PANRB Minister Abdullah Azwar Anas were in attendance.

In his opening remarks, Vice President Ma’ruf Amin is grateful that, nearing the end of two decades of bureaucratic reform, there had been numerous improvements, with an increasing percentage of government agencies achieving bureaucratic reform index scores and performance accountability scores in the ‘good’ category or higher. He believes this can also be observed in the improved quality of the Indonesian bureaucracy, which has earned positive reviews from international agencies.

“In the release of the worldwide government indicator or WGI, the World Bank placed Indonesia in the 73rd position. Indonesia’s government effectiveness index, which was originally 64.76 in 2022, managed to rise to 66.04 in 2023,” he said.

Meanwhile, the Administrative and Bureaucratic Reform Minister Abdullah Azwar Anas said bureaucracy holds an important role in achieving a bureaucratic development priority. However, he also said that bureaucracy is the spearhead of the nation’s progress as values change along with new generations and structural changes.

“Bureaucracy should follow occurring dynamics. Bureaucracy is required to be agile, innovative, transparent as well as networking with stakeholders, especially the community,” said Azwar in front of the award recipients.

Aside from the Constitutional Court, around 508 work units of state institutions, ministries, and regional governments received the 2023 Corruption-Free Zone (WBK) and Clean and Serving Bureaucracy Zone (WBBM) predicates. As in previous years, this award event was held both on site and online.

WBK is a predicate awarded to work units that have implemented most of the criteria of the six bureaucratic reform program areas and have been able to prevent corruption, collusion, and nepotism (KKN) in their midst. The six areas are management of change, structuring of management, structuring of human resource management system, improvement of supervision, and improvement of performance accountability.

Meanwhile, WBBM is a predicate awarded to work units that have implemented most of the criteria of the six bureaucratic reform program areas, able to prevent KKN, and provide excellent services. The head of the work units and their staff must also have made real, systematic, and sustainable improvements to their organizations.
