Court Receives 2023 KASN Meritocracy Award

YOGYAKARTA (MKRI) — The Constitutional Court (MK) received the 2023 Meritocracy Award for the category of government agencies that have implemented talent management main high-level leadership positions (JPT). The implementation of the merit system for state civil apparatus (ASN) management in the Court was in the “very good” category with a score of 392.5 and an index of 0.96.

The award was received by head of the Human Resources and Organization Bureau Sri Handayani. This fourth meritocracy awards event was organized by the Civil Service Commission (KASN) on Thursday, December 7, 2023 in Yogyakarta and was broadcasted live on KASN’s official YouTube channel.

KASN awarded 34 government agencies in the ‘very good’ category and 96 government agencies in the ‘good’ category. In addition, 13 government organizations were recognized for successfully utilizing talent management in filling high-level leadership (JPT) roles.

World-Class Bureaucracy

Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas praised all the government agencies that achieved the ‘very good’ and ‘good’ predicates in implementing the merit system. He believes one of the keys to achieving a world-class bureaucracy is the implementation of the merit system.

“Every government agency must ensure that the merit system operates and is optimally monitored in every ASN policy and management through current instruments and digitization, especially to ensure that ASN career arrangements can run professionally,” said Anas in a video broadcasted at the event.

Maintaining Bureaucratic Impartiality

KASN chairman Agus Pramusinto saud the meritocracy awards event is a manifestation of KASN’s resolve in supervising the implementation of the merit system during the transition period. He asserted the enactment of Law No. 20 of 2023 on ASNs has significantly altered ASN administration.

“It is essential that we ensure that these changes strengthen rather than weaken the merit system. Among the changes are the transfer of the merit system supervision function from KASN to other agencies,” Agus said in his remarks.

Nevertheless, he added, KASN will continue to encourage an effective merit system oversight in the future to maintain the sustainability of meritocracy. In addition, changes in the current political environment, such as the simultaneous election and changes in government, will also affect the implementation of the merit system, especially related to ASN neutrality, code of ethics, and code of conduct.

“Neutrality is not just compliance with regulations, but also the maintenance of public trust in government institutions. ASNs must avoid practical politics to eliminate conflicts of interest and maintain bureaucratic impartiality,” Agus said.

Starting from 2019 until the end of 2023, KASN evaluated the implementation of the merit system in 583 government agencies. As a result, 91 government agencies were assigned to the ‘very good’ category, 157 to the ‘good’ category, 78 to the ‘average’ category, and 191 to the ‘poor’ category. Then, according to the JPT filling quality index, 63 percent of 431 government agencies evaluated fell into the ‘good’ and ‘very good’ categories.

Furthermore, based on the evaluation of compliance level of implementation of basic values, code of ethics, and code of conduct (NKK) of ASN in government agencies this year, 62.5 percent of 16 government agencies reached the ‘compliant’ category.
