Mapping Employees’ Competencies with CACT-BKN

JAKARTA (MKRI) — The Constitutional Court (MK) and the National Civil Service Agency (BKN) held a mapping/assessment on the state civil apparatus (ASN) competency and potential using the computer-assisted competency test (CACT-BKN) for 142 civil servants (PNS) at the Registrar’s Office and the Secretariat-General of the Constitutional Court on Tuesday-Thursday, December 5-7, 2023 at the Court’s second hall.

“To map how potential competencies, one of which is competence, can be screened and also assessed regarding the level of capability of ASN in the field of competence,” said the acting head of the Human Resources Department at the workshop on the ASN mapping/assessment in the Court’s second hall on Monday, December 4, 2023.

This event was carried out to realize national talent management and boost the value of the ASN professionalism index (IPASN) and the Registrar’s Office and Secretariat General of the Constitutional Court’s norms, standards, procedures, and criteria (NSPK). Andi further stated that the CACT-BKN method of assessing and mapping employee competence and potential is required to reinforce the Constitutional Court’s merit system assessment.

The Court had previously carried out assessment/mapping of ASN competence and potential using the CACT-BKN method in the first phase on October 5, 2022. At that time, 99 civil servants in the Court had participated.

On the same occasion, Ima Pravita Saraswati, a BKN HR assessor, indicated that CACT-BKN is carried out to map/assess ASNs’ skills, with a target of 60 thousand central government personnel. “This is a national priority program mandated by National Development Planning Agency/Bappenas to BKN,” said Ima.

The online-based CACT-BKN assessment instrument can be accessed online and be implemented simultaneously. The assessment’s targets are administrator officials and mid-level functional officials and below. The application-based data processing does not need an assessor meeting, except in certain cases. The instrument produces three categories—optimal, optimal enough, and less optimal—to be mapped in nine boxes of talent mapping. The certificates and data are integrated with the state civil apparatus information system.

The scope of competencies measured are managerial and socio-cultural, digital literacy, and emerging skills. Managerial and socio-cultural competencies include integrity, cooperation, communication, results orientation, public service, self- and others-development, managing change, and decision-making. There are four levels: level 1 consists of pelaksana, jabatan fungsional (JF) terampil and JF pemula; level 2 consists of pengawas, JF pertama, and JF mahir; level 3 consists of administrator, JF muda, and JF penyelia; and level 4 is JF madya.

Meanwhile, digital literacy consists of generic technical competencies in information technology (IT)/information and communication technology (ICT) as well as digital-based service transformation. Meanwhile, the instrument designed for assessing emerging skills consists of maximum performance tests, simulations, and inventories that lead to the assessment of thinking, managerial, self-management, and technical information and technology skills.

The mapping results report includes a recapitulation of results per agency; individual results consisting of achievements, gaps, JPM, categories, strengths, and development suggestions; certificates; and is submitted via the respective MySAPK/SIASN app administrators.
