JAKARTA (MKRI) — The Constitutional Court (MK) held a focus group discussion (FGD) on the employee capacity building within the Court’s Registrar’s Office and the Secretariat-General of the Constitutional Court on Tuesday, November 28, 2023. The speakers were from the personnel development center the National Civil Service Agency (BKN) and the participants were the Court’s employees.

Head of the Human Resources and Organization Bureau Sri Handayani stated that the FGD aimed to organize the Court’s employees. Considering the limited number of structural positions, functional positions emerged in several work units within the court.

“Due to the high number of functional positions in the Court, we want to first have eleven positions of HR analyst positions in the Court to be able to carry out daily functions, as well as to bridge how we provide services to all units in the Court, if they need information about functional positions or if there are work units that want new functional positions,” said Yani when opening the FGD in the delegation room on the fourth floor of the Court’s main building.

Yani hoped that the speakers could provide a deeper understanding to the employees regarding functional positions and share their experiences in organizing or building work systems, both for functional and structural positions, considering that there are several new functional positions in the Court’s work units.

BKN’s junior human resources analyst Sarni discussed the calculation of functional position credit scores. Sarni said, there are several stages in determining the final credit score for civil servants (PNS). It includes the preparation of the proposed determination of credit scores (DUPAK), DUPAK proposal submission, credit score assessment, and credit score determination.

Credit scores are assessed and determined at least once a year. Determination of credit scores for promotion is determined no later than three months before the promotion period. Credit scores determined by the authorized official (PyB) is are used for job promotion and/or rank advancement in accordance with the provisions of laws and regulations.

Every credit score assessment meeting must record proposed activities that cannot be assessed by providing reasons and the credit score assessment proposal (PAK) submission letter, as well as the results of different credit score assessments. Accountability and transparency means the determination of credit scores cannot be contested.

“In the future, there should actually be a transfer and assessment of functional positions, but before that, of course, there must be an assessment of needs,” said Sarni.

The FGD continued until Wednesday, November 28, 2023 with discussions related to performance assessment through employee performance targets (SKP) and career patterns for administrative and functional positions. The speakers were from the BKN personnel development center and the BKN director of state civil apparatus positions.
