Court Inaugurates Structural and Functional Civil Servants

JAKARTA (MKRI) — The Constitutional Court inaugurated and swore in civil servants to structural and functional positions within the Registrar’s Office and the Secretariat-General of the Constitutional Court on Wednesday, October 18, 2023 in the hall of the Court’s second building.

The newly-inaugurated structural position was the head of the Command Administration Subdivision, while the newly-inaugurated functional positions were one senior legal analyst, nine junior legal analysts, and three goods and services procurement analysts.

The employees’ appointment to functional positions was through transfer from other positions in accordance with applicable regulations, and these employees have passed the legal analyst competency tests organized by the Ministry of Law and Human Rights and the goods and services procurement analyst competency tests by the National Procurement Agency (LKPP) as the supervising agencies for the two positions.

In his speech, Secretary-General Heru Setiawan congratulated the fifteen employees. “It has been designed by the State Civil Apparatus Law (ASN Law) that we have structural, functional, and executive positions, PPPK (contract government employees), PPNPN (contract-based non-civil servants), and contract workers,” he said.

He added that employees of the modern judicial institution must uphold a collaborative pattern. The changes in modern bureaucracy require transformation of human resource management that prioritizes outstanding and specific capabilities. One of the Court’s methods is transferring employees from administrative positions to functional ones based on transparency and fairness.

“Moreover, we must be at the forefront as professional civil servants. Implementing the BerAKHLAK Core values, all work units have set role models and agents of change. So, it’s our job provide services,” Heru explained.

In addition, Heru emphasized that with the inauguration, these employees and all of the Court’s employees should provide optimal performance in their respective fields of work, especially in achieving the Court’s vision and mission as a modern and trusted judicial institution.
