BEKASI (MKRI) — On July 21, 2021, President Joko Widodo launched “BerAKHLAK” core values and the employer branding for state civil apparatus (ASN) “Proud to Serve the Nation” from Bogor Presidential Palace, West Jawa Province. To follow-up on the program, the Constitutional Court (MK) held a workshop on the implementation of “BerAKHLAK” core values of ASNs “Proud to Serve the Nation” in the Registrar’s Office and the Secretariat-General of the Constitutional Court for 2023. The event was attended by 53 echelon II and equivalent functional officials, role models, and agents of change representing all work units within the Registrar’s Office and the Secretariat-General.
Chief Justice Anwar Usman opened the three-day workshop, which will be taking place on Thursday-Saturday, October 5-7, 2023. He talked about the importance of change and good characters. “Someone with good characters—whether it is constitutional justices, structural officials, or employee—will produce good things,” he said alongside Secretary-General Heru Setiawan.
He also explained that as a justice, good characters are essential because they work from heart. “Justices can only be born not from the brain, but from the heart. I often quoted Mahatma Gandhi that the highest court is the court of the heart,” he said.
Meanwhile, Secretariat-General of the Constitutional Court Heru Setiawan reported that the event was a follow-up to the virtual launch of the “BerAKHLAK” core values and employer branding of the ASNs by President Joko Widodo. The launch aims to homogenize the ASN core values in every government institution at the central and regional levels. BerAKHLAK stands for Service-oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative. President Joko Widodo highlighted that all ASNs must uphold the core values and have the same motto in carrying out their duties.
The Minister of Administrative and Bureaucratic Reform issued Circular Letter No. 20 of 2021 on the implementation of these core values and employer branding. Similarly, the Secretariat-General of the Constitutional Court issued the Circular Letter of the Secretariat-General No. 7 of 2023 on the implementation of the “BerAKHLAK” core values and the conduct of the Constitutional Court personnel within the Registrar’s Office and the Secretariat-General of the Constitutional Court.
“The way to achieve ‘BerAKHLAK’ is by meeting the standards in implementing ‘BerAKHLAK’ values. The aim of having good morals is to perform well, and performing well aims for good services and easy access to the Court. Hopefully after the workshop, the standards will improve, and [the Court] will gain public trust,” Heru hoped.
In addition, the founder of ESQ Group Ary Ginanjar said that two days prior on October 3, seven core values “BerAKHLAK” were introduced in the ASN Law, and the Court was already starting to implement it. “After ‘BerAKHLAK’ was launched by the President in 2021, it is enacted in 2023 and become a legacy,” he said.
“What makes you proud to be part of the Constitutional Court is that you are proud to serve the nation,” he added.
The national score of the implementation of “BerAKHLAK” core values in Indonesia was 60.9% or in the ‘B’ category, while the Constitutional Court obtained an average score of 55.0% or “fairly healthy.” On the first day of the workshop, the head of the Supervision Training Center of the Finance and Development Supervisory Agency (BPKP) R. Ersih Soenarsih gave a presentation on the best practices of “BerAKHLAK” core values. Arief Rahman from ACT Consultant also delivered a presentation.
