KPK Learns Court’s Journal Management

JAKARTA (MKRI)  The Constitutional Court (MK) had an audience with the Corruption Eradication Commission (KPK) on Tuesday, September 5, 2023 in the Court’s meeting room on the 11th floor. The KPK intended to discuss journal management in the Constitutional Court and learn from it.

Head of the Center for Research, Case Review, and Library Management (Puslitka) Pan Mohamad Faiz, head of Puslitka’s Administration Division Nerpi Juita Sinurat, and the Court’s journal administrators welcomed the KPK Public Relations Bureau, represented by the head of Information Services and Public Communication Chrystelina G.S. and her team.

During the audience, Chrystelina conveyed the aim of her visit to the Court. “The point is, which we wrote in our letter [requesting the audience], we have observed the Constitutional Court and several other ministries/agencies regarding Scopus. Some of our reviewers recommended the Court. We really want to be indexed in Scopus follow in the path of the Court’s journal. A journal’s achievement would be to be indexed in] Scopus. Many campus journals are [indexed in Scopus], but ministry/agency journals typically are not. Other ministry/agency journals are probably only indexed in Sinta, not more. Although, it depends on the stakeholders or audience. We feel that our coverage also extends overseas as well. We also hope that our journal can spread abroad,” she said.

She said that many are interested in anti-corruption studies, so she also wants the KPK’s journal be indexed in Scopus. And this compelled her to learn how the Constitutional Court (MK) manages its journal.

“We want to learn from the Constitutional Court, especially the technicalities of journal management or [of applying to be indexed in] Scopus,” she stressed.

Improving the Quality of Decisions

In response, Puslitka head Pan Mohamad Faiz said that the Consititutional Review (ConsRev) journal first published in 2015, so it had only been nine years since then. It publishes two editions annually, each containing six articles.

“The reason for issuing ConsRev was that we wanted the capacity and capability of the Court researchers be improved to in turn improve the quality of the Court’s decisions. It was also difficult for the Court to have a role in the global stage. It also serves to develop academic papers in Indonesia,” he explained.

He also revealed that the Court has two journals: 20-year-old Jurnal Konstitusi for national audience and ConsRev for international audience.

He also revealed the challenges in journal management, which he said takes commitment from the institution’s leadership. Thankfully, he added, the commitment of the Court’s leadership is very high and the secretary-general is accommodating in terms of funding.

“The next issue is the lack of articles and academic partners. These are some of the challenges ConsRev has faced,” he said.

He added that the publishing process must be improved. Usually, once an article is submitted, the administrator first checks formally whether it meets the requirements or not. If it does not, the administrater will ask for it to be revised or other it will be rejected. This is done to improve quality.

Faiz also shared his experience in applying for Scopus indexing. He said that the Court has implemented the improvement strategies that began in 2017, which includes reconstruction of journal administrators and recruitment of a full staff. “If you don’t have free time, it’s time to have more staff,” he added. Other strategies are website evaluation and website design completion, editorial management, utilization of an open journal system (OJS), recruitment of more international reviewers, and finding more articles through international conferences/symposiums.
