JAKARTA (MKRI) — The Constitutional Court (MK) placed third in the BKN Award 2023 for the category of competency development and performance management in small non-ministerial institutions. The award was conferred at the BKN Awards 2023 and “Monitoring and Evaluation of ASN Management Norms, Standards, Procedure, and Criteria (NSPK) Index Results in 2023” on Monday, September 4, 2023 at The Westin Hotel Jakarta. Secretary-General Heru Setiawan received award at the offline and online event on behalf of the Court.

BKN is authorized to foster the implementation of ASN management nationally. This year, BKN also gave away BKN Awards 2023 to central government agencies that have successfully implemented ASN management within their respective scope, including utilizing ASN digital services.

Acting head of the National Civil Service Agency (BKN) Haryomo Dwi Putranto, who were recently inaugurated in July this year, explained that based on Law No. 5 of 2014 on State Civil Apparatus (ASN) Law, BKN supervises and controls the execution of the ASN Management NSPK through the Deputy for Supervision and Control.

“As material for NSPK monitoring and evaluation, BKN takes a preventive approach and hopes that it does not need aggressive efforts when institutions commit to run the ASN Management NSPK,” he said.

He advised all ASNs to uphold the ASN code of ethics and neutrality by participating in the election and prioritizing the ASN management NSPK. He noted that neutrality is enshrined in the ASN Law. The regulation states that the ASN is not allowed to become a member or executive member of any political party. The ASN is also required to remain impartial in the face of all sorts of influence and to not take sides.

The BKN awards, which show appreciation for the commitment of large and small ministries and non-ministerial institutions in ASN management, are expected to promote the improvement of ASN management to support the ASN NSPK management system.

The Constitutional Court (MK) had previously received a third-place BKN Award 2023 for performance management and competency development in small non-ministerial institutions. The award event took place in conjunction with a national coordination meeting (rakornas) on personnel of 2023 by BKN on Tuesday, May 30, 2023 in Bandung, West Java Province. The Court also placed third in the category of competency development in small non-ministerial institutions.
