JAKARTA (MKRI) — Head of the Justices Administration and Human Resources Division Dede Agustina Naibaho briefed Registrar’s Office and the Secretariat-General of the Constitutional Court (MK) contract-based government employees (PPPK) in the delegation room in the Court’s main building on Monday, July 31, 2023.
In front of 17 PPPKs who had successfully passed a series of competency assessment, Dede said they had met certain requirements and were appointed based on a work agreement for a certain period of time in order to carry out government duties. They were hired because the Court needed employees with certain expertises. She explained that the PPPK is an extension of the government in addition to civil servants. Based on the Government Regulation (PP) No. 49 of 2018 on PPPK Management, the PPPK have a maximum work period based on their contract.
Dede explained that PPPKs are assessed the way civil servants (PNS) are, i.e. in terms of targets, objectives, results, achieved benefits, and conduct in objective, measurable, accountable, participatory, and transparent manner. The assessment is carried out to ensure the objectivity of employment extension, the provision of benefits, competency development, and punishment.
According to the Regulation of the Ministry of Administrative and Bureaucratic Reform (Permenpanrb) No. 7 of 2023, PPPKs will receive periodic salary increases and special salary increases, as well as family allowance, food allowance, and other allowances. In addition, continued Dede, like PNSs, PPPKs will also undergo competency development based on the Court’s HR competency development planning, performance assessment.
Outstanding PPPKs will also receive government award in the form of a certificate of appreciation, priority competency development, official events and/or state events. The award is given for their loyalty, skills, honesty.
Dede also explained that disciplinary measures also apply to PPPKs, including working days and hours, order, transparency, work culture improvement, and sanctions. They also receive protection of constitutional rights in the form of old age insurance, health insurance, accident insurance, and legal assistance. In addition, they are given annual leave, sick leave, and maternity leave.
