Court Holds Workshop on Procurement and Financial Management

BEKASI (MKRI) — In order to improve the capability of the Procurement Center (UKPBJ) and financial management within the Registrar’s Office and the Secretariat-General of the Constitutional Court, several Constitutional Court employees attended a workshop on Thursday, July 19, 2023) in Bekasi, West Java Province. The event was held to improve the Court’s procurement governance index for fiscal year 2023.

At the opening session, head of the General Affairs Bureau Elisabeth said the procurement process of goods/services based on presidential regulations and other technical regulations prioritize micro, small, and medium enterprises, prioritize domestic products, and increase the capabilities of procurement actors in UKPBJ. As such, the Court continues to improve the capabilities of its procurement officers. This, she added, is in line with the objectives of goods/services procurement within the Constitutional Court, which prioritizes transparency, openness, and accountability.

“Efforts to improve this capability are in line with the President’s mandate and the needs of all stakeholders to improve the entire procurement processes in this country in accordance with statutory regulations and they serve to bring great benefits to society. Therefore, the Registrar’s Office and the Secretariat-General [of the Constitutional Court] have made efforts in order to improve it,” she said.

This workshop will be held for three days from Thursday to Saturday, July 20-22, 2023. Several officials from the National Procurement Agency (LKPP) will provide materials for the participants, who are all parties involved in the Court’s procurement: KPA, personnel supervisor officer (PPK) across work units, procurement officers/selection working groups across work units, the Inspectorate, and PPK staff across work units. The speakers will talk about the procurement business process; the roles and duties of procurement actors according to presidential regulation and regulations under it; procurement through e-purchasing (electronic catalogs, online stores) for PPK and procurement officials; technical preparation of estimate price (HPS), contracts, and contract management; utilization of procurement systems (non-tendering and non-purchasing procurement) and compliance with LPSE (e-procurement system) standardization; procurement through integrated procurement and self-management; and evaluation of the goods/services procurement process.
