MKRI Fulfills Invitation by Senate of Uzbekistan

TASHKENT (MKRI) — Constitutional Justice Wahiduddin Adams and the delegation of the Constitutional Court of the Republic of Indonesia (MKRI) fulfilled an invitation by the Senate of Uzbekistan (Oliy Majlisi) on Thursday, June 15, 2023 in Tashkent, Uzbekistan. Justice Wahiduddin was accompanied by Minister Counselor Rofita Djamawar and senior staff of the local KBRI (Indonesian Embassy) in Uzbekistan Rosalina.

At the meeting, Justice Wahiduddin was welcomed by Narimo Umarov, Chairman of the Senate Committee on Judicial and Legal Issues and Anti-Corruption, who explained that the Uzbek parliament consists of the Senate/upper chamber (O’zbekiston Respublikasi Oliy Majlisi Senati) and the legislative/lower chamber (O’zbekiston Respublikasi Oliy Majlisi Qonunchilik Palatasi). Umarov added that 150 members of the Legislative Chamber, whose objective is political movement, were elected by the people, while 100 members of the Senate were elected from 14 provinces.

Umarov also explained the Senate’s authority, which includes updating the laws and supervising the updated laws, with collaboration with the people. He also explained the lawmaking process in Uzbekistan comprehensively to the MKRI delegation.

“Before being ratified, every bill must receive approval by each deputy of the party faction, then it is sent to the Senate, which consists of ten factions, one of them being the anti-corruption committee.

Legislative Chamber’s Authority

Djakhongir Shirinov, chairman of the Legislative Chamber Committee on Judicial and Legal Issues and Anti-Corruption, explained that the legislative members are elected by the people every five years. It has the authority to draft laws with public participation. After a bill is drafted, it will request the president’s approval for it to be promulgated.

Justice Wahiduddin asked the Uzbek delegation of the position of the Legislative Chamber within the Uzbek legal system post-referendum to amend the Constitution. Shirinov explained that it serves to review bills. Any correction will be returned to the Senate for further revision. “After the law is promulgated, a team tests the law and sees how it impact the people,” he emphasized.
