Court Holds Electronic Archive Management Workshop

BEKASI (MKRI) — In order to improve its archival policies, the Constitutional Court (MK) held a workshop on drafting guidelines and implementation of electronic archive management plans in Cikarang, Bekasi, West Java Province. In the effort to improve the quality of general administrative services in the management and utilization of authentic and reliable electronic archives, the Court’s archivists and other employees invited experts to gain an understanding of electronic archive management.

In his opening remarks on Friday, June 16, 2023, Secretary-General Heru Setiawan said the relationship between archives and its creators is important. It also applies to digital literature, which can support the Court’s performance. For this reason, Heru appealed to employees who are archive creators digitize archives in the work units.

“The power of digitizing archives is that archives are easy to find again, so past archives in work units must be immediately prepared to be digitized. When the types of archives of the units are clear and identified, all are uploaded onto [the dynamic archival information system (SIKD)] so they can be easily found whenever needed. Ultimately, once digitized, archives become digital literature that is useful for justice seekers, constitutional justices, and for handling cases,” Heru explained.

In more detail, Heru revealed that initially archives that were considered important were sent to the National Archives of the Republic of Indonesia (ANRI) with the hope that when searched, they would be easily found. However, over time, these archives must also be able to improve the Court’s performance. For several days of the workshop, the participants could express ideas that can be used as guidelines in realizing archives into digital literature, which will then become useful supporting work tools for the Court’s performance.

At the end of his remarks, Heru hoped that all work units would immediately describe and identify the types of archives they had created in order to help archivists improve their management guidelines. Afterwards, the Court’s ICT Team will create a digital system that the Court’s plan to implement electronic archive management can be realized.

Electronic archives are managed by the processing unit in all work units within the Registrar’s Office and the Secretariat-General of the Constitutional Court. However, the Court has not formulated guidelines that are in accordance with criteria and regulations, including guidelines for documents, security classification and archive access, archive retention schedule, vital archive program, and electronic archive management guidelines.  Therefore, the Court collaborated with experts from ANRI and the Electronic Certification Center (BSrE). The workshop, which will be taking place on Thursday-Saturday, June 15-17, 2023, was expected to help produce more well-coordinated electronic archive management guidelines for all work units.
