BOGOR (MKRI) — In order to realize professional state civil apparatus management with integrity, the Constitutional Court (MK) organized a meeting to finalize the succession plan in the filling of vacancies in the Registrar’s Office and the Secretariat-General of the Constitutional Court through the talent management system on Thursday, June 15, 2023 in Bogor, West Java Province. The meeting was officially opened by Deputy Chief Justice Saldi Isra alongside Secretary-General Heru Setiawan, Civil Service Commission (KASN) vice chairman Tasdik Kinanto, and KASN Commissioner of Working Group for Merit System Implementation for Region I Sri Hadiati Wara Kustriani.
In his opening remarks, Deputy Chief Justice Saldi mentioned there are special characteristics and wide scope of work to the employee management in the Court, so different instruments are needed. For this reason, the talent management (MT) system can be serve to prevent subjectivity in filling vacancies in the Court’s work units.
“Through this meeting and discussion with representatives of the KASN, hopefully there will be a concrete solution to improve the Court’s bureaucracy,” he said.
Meanwhile, in his report, Secretary-General Heru Setiawan said that the Court’s Talent Management system has special characteristics, such as performance and talent assessment with 34 variables. It also shows civil servant (PNS) rank and group, so individual performance of the Court’s employees can be observed.
Bureaucratic Reform
KASN vice chairman Tasdik Kinanto expressed appreciation for the Court’s commitment in organizing the merit system for bureaucratic reform and to fulfill the competencies required in filling its vacancies.
“In existing practice in state institutions, there are several processes starting from transfer and rotation to promotion based on talent management. We see the Court is very firm and serious in working on all of this and this should be appreciated,” he said.
Meanwhile, KASN Commissioner of Working Group for Merit System Implementation for Region I Sri Hadiati Wara Kustriani explained how the instruments needed to face the diversity in the Court’s performance cannot be simple as those used in most state institutions.
“Based on the Regulation of the Minister of Administrative and Bureaucratic Reform Number 3 of 2020 Talent Management of the State Civil Apparatus, candidates for promotion must be in box 9, while in MK this variable needs to be studied more specifically and in detail in seeing the potential and competence of existing successor candidates,” explained Hadiati.
Based on the State Civil Apparatus (ASN) Law, KASN is an independent non-structural institution that is free from political intervention. It is expected to foster ASN employees into professionals who provide services fairly and neutrally and who can unify the nation. To that end, it oversees the implementation of basic norms, code of ethics, and code of conduct of ASNs, as well as the application of the merit system in ASN policies and management in government institutions.
This discussion with the KASN was expected to help the Court grow to produce ASN employees who can concentrate on their duties and functions in serving the community in their positions according to their competencies. In this discussion, the Court outlined the things needed in supervising the formation of selection committee, conducting the selection, proposing candidate names, as well as determining and inaugurating high leadership officials that the Court needs.
The meeting was planned to take place for three days, Thursday-Saturday, June 15-17, 2023) with several agendas: final review of the succession plan group (KRS) for filling the high leadership vacancies, succession plan groups for administrator positions and supervisory positions based on job competency standards, preparation of functional position succession plan groups, and preparation of competency standards for executive positions. Competent KASN team who are expert in their fields delivered presentations.
