JAKARTA (MKRI) — The Constitutional Court (MK) held an inauguration and swearing in of civil servants (PNS) in the functional positions of legal analysts, HR analysts, and librarians in the Registrar’s Office and the Secretariat-General of the Constitutional Court on Tuesday, June 13, 2023 at the Court’s main hall.

The civil servants inaugurated were one middle-rank librarian, five junior legal analysts, five middle-rank legal analysts, five junior HR analysts, and five middle-rank HR analysts. They were transferred from other positions following existing regulations and had passed the competency tests by their fostering agencies—the Ministry of Law and Human Rights for the legal analysts, the National Civil Service Agency (BKN) for the HR analysts, and the National Library for the librarian.

Secretary-General Heru Setiawan said that changes in modern bureaucratic governance require human resources with superior and specific capabilities. Therefore, one of the Court’s efforts is to allow the transfer of administrative positions into functional positions based on openness, transparency, measurability, and fairness for all employees.

“In addition, the shift to functional positions is in line with the application of the merit system within the Registrar’s Office and Secretariat-General of the Constitutional Court, which has considered the main dimensions in the merit system: performance achievements and employee potential with variables that are considered including educational qualifications, experience, and competency for the functional positions of librarians, legal analysts, and HR analysts,” Heru explained.

Heru added that it is important to note that with the inauguration of employees into these functional positions, hopefully that functional officials and all Constitutional Court employees can contribute their optimal performance in accordance with their respective fields of work, especially in achieving the Court’s vision and mission to be a modern and trusted judicial institution.

“Next year, the Court will face a big task in preparing the stages of the democratic festivity in Indonesia: the resolution of disputes over the results of the presidential, legislative, and regional election. Carrying out this big task requires a strong commitment and good cooperation between all employees that are part of the 2024 general election results disputes (PHPU) taskforce. Hopefully the inauguration of functional officials today can improve the Court’s motivation and preparation ahead of this big task next year,” he said.
