SOUTH TANGERANG (MKRI) — In order to accelerate the updating of the ASN (state civil apparatus) professionalism index data, the Constitutional Court (MK) held a meeting for it on Friday-Sunday, May 5-7, 2023 in South Tangerang, Banten Province. The meeting was opened by Acting Secretary-General Heru Setiawan and attended by all staff of the Human Resources and Organization (SDMO) Bureau and one staff member of other units in the Registrar’s Office and the Secretariat-General of the Constitutional Court.
In his opening remarks, Heru said that ASNs’ professionalism is key to performing their functions as implementers of public policy, civil servants, and unifiers of the nation. He also revealed that to be an ASN at the Court, one must avoid idleness and corruption.
Meanwhile, in his report, Acting Head of the Human Resources and Organization Department Andi Hakim said that the meeting was to accelerate the updating of ASNs’ professionalism index data and to find out the Court’s ASN professionalism index data. He added that the Court’s merit system has been a good basis for its ASNs, so hopefully the index would be optimal.
Johannes Irawan Darmanto, middle-rank staff analyst of the Directorate for ASNs of the National Civil Service Agency (BKN), delivered a presentation on BKN’s policies on competency development, employee performance target (SKP), as well as SIASN and MYSAPK apps. In the next session, position analyst of BKN talked about the evaluation results of the Court’s ASNs’ professionalism index of 2023. In the last session, middle-rank personnel analyst Elin Cahyaningsih and computer officer Natascha Lestari delivered a presentation on the validation and verification of ASN professionalism index in the SIASN app.
ASN professionalism index is a statistical measure that describes the quality of ASNs based on four dimensions: qualifications, competence, performance, and discipline in carrying out duties. Qualifications means the level of education to obtain expert knowledge and skills or mastery of theoretical knowledge so that a person understands and can carry out certain work according to their profession. Competency means a combination of a person’s knowledge, skills, and attitudes with the support of continuing competence development program reflected through work attitudes that can be observed, measured, and evaluated. Meanwhile, performance means the achievement of employee work objectives based on performance planning at the individual, unit, and/or organization levels by taking into account targets, achievements, results, and benefits achieved as well as ASN behavior. Finally, discipline means the ability to meet obligations and avoid prohibitions specified in laws and regulations and/or official regulations with non-compliance subject to disciplinary punishment directly or indirectly affecting the implementation of duties.
To determine ASNs’ professionalism, it is necessary to make assessment that produces a map of the professionalism level using certain criteria as standards. BKN has developed an appraisal method called the ASN professionalism index. Currently, it is not only used to measure the quality of ASNs and evaluate ASN professionalism development in ministries/agencies and regional governments but has also become one of the components of the bureaucratic reform assessment for those institutions.
The ASN professionalism index is regulated by the Regulation of the Ministry of Administrative and Bureaucratic Reform No. 38 of 2018 on ASN Professionalism Index as well as Regulation of the National Civil Service Agency No. 8 of 2019 on Guidelines for the Procedure and Implementation of ASN Professionalism Index Assessment.
