BEKASI (MKRI) — In order to provide information on archive management to other institutions, the Constitutional Court (MK) welcomed the Healthcare Social Security Administrative Body (BPJS Kesehatan) on Monday, March 20, 2023. Head of the Archive and Expedition Division Kin Isura Ginting and archivists Kasiman, Sunarti, Sri Rustiningrum, and Basuki welcomed the Deputy Assistant for Administration of Healthcare BPJS Didin Budi Cahyono and eight other representatives at the Court’s Archive Building in Bekasi, West Java Province.
In his remarks, Didin said that the Administration Division, which focuses on archives and the information and documentation management officials (PPID), manages their archives. Good archive management need good synergy with other divisions, such as the asset team and IT team. The asset team of the Healthcare BPJS plays a role in managing infrastructure and facilities. This is why the team would like to benchmark the standards of the Court’s archive rooms.
“Hopefully, with this event, we can reference things that we haven’t adopt in the Healthcare BPJS. Hopefully there will be new things to learn to help us prepare the archive organization structure,” Didin said.
In addition, Didin added, his IT team also joined the visit to learn more about applications that the Court uses to support archive management. He said that the Court was chosen upon recommendation by the National Archives of the Republic of Indonesia (ANRI), since the Court’s archive management was seen to be quite good. In addition, as a public agency that is accountable to the president, Healthcare BPJS hoped to learn the Court’s policies in managing dynamic and static archives, using archive applications, managing infrastructure and facilities, and developing the human resources that manage archives.
Constitutional Court’s Archives
Archivist Sunarti explained in her presentation that the Court’s Archive Management Unit, ICT unit, and Archive Unit manage its archives. The ICT unit prepares the hardware and software for managing electronic archives; maintains hardware and software; backs up archives; does maintenance, storage, conversion, and migration of the IT-based archive management system. The Archive Unit prepares archival policy drafts, manage and control official documents, manage inactive archives, manage and disseminate archives into information, destroy archives, prepare the handover of static archives to ANRI, and conduct archival assistance and supervision.
“The success of archive management and its application in the Court is thanks to cooperation and directives from the leadership, so that we have structured standards and procedure. Thus, all staff is responsible for managing archives effectively and efficiently,” she explained.
Archive Application
Sunarti also said that the Court has general and judicial administrative archives. To facilitate all archive management, the Court uses the dynamic archival information system (SIKD), which it has been developing to meet its needs through adding employee performance management feature, the SIKD-connected official document numbering information system (SiPANDA), the archive management information system (SIPA) for the management of inactive archives and photos, e-Minutasi for managing case archives such as petitions and decisions.
“Without the applications, interunit communication and relocation was difficult. Now it is easier and faster. Now, for example, within three days of the ruling, the e-minutes are received by the archive unit of the Registrar’s Office,” she explained.
After sharing experience and discussing archive management, the BPJS representatives were taken by archivist Kasiman to tour the Court’s Archive Building to learn archive reception. They toured the service room, transit and shrinkage room, processing room, storage room, audio visual room, and work room.
