JAKARTA (MKRI) — Acting Secretary-General Heru Setiawan delivered a presentation at a work meeting of 2023 of Deputy VI for National Unity of the Coordinating Ministry for Political, Legal, and Security Affairs on Thursday evening, January 12, 2023 at the Mercure Hotel, Jakarta.
He talked about the information system and financial verification (SIVIKA) of the Constitutional Court’s Registrar’s Office and the Secretariat General. The Court, he said, only relied on the Ministry of Finance’s agency-level financial application system (SAKTI) and the online monitoring financial management information system (OM-SPAN). However, he asserted that those two applications were not informative enough for monitoring the Court’s budgets online and in real time, so an internal information system integrated with SAKTI must be developed in order to better present the Court’s financial transactions.
Heru said that the Court has so far made optimal use of information and communication technology (ICT) in general administration services including budget management. “With this system, we have records of the Court’s budget ceiling, from the smallest to the largest budgets, from the year the Court was founded until 2023,” he said.
SIVIKA, he said, was created to make it easier for leaders, staff members, and the entire community to monitor the budget ceiling and the realization of the Constitutional Court’s budgets in real time.
“Why do we use SIVIKA? In the past, we didn’t know how much budget had been used and so on. However, now we can monitor it in real time. The Court’s spending in 2023 has only reached 6%,” he explained.
He also explained that the purpose of using SIVIKA is to improve the quality of administrative services for transparent and accountable budget management in terms of monitoring invoice verification (monitoring the progress of bill payment from personnel supervisor officers/PPK staff up until the issuance of payment statement letter/SPM by the expenditure treasurer online and in real time), monitoring of proof of payment, monitoring budget realization of work units, and real-time monitoring of the budget ceiling and budget realization via the Court’s website.
Deputy VI for National Unity of the Coordinating Ministry for Political, Legal, and Security Affairs Janedjri M. Gaffar explained that the meeting would discuss the draft of a memorandum of understanding (MoU) and plans for speeding up the implementation of e-Government. “So that we will not be blamed by other institutions that have e-Government authority,” he said.
He believes the Constitutional Court can cooperate with the Coordinating Minister for Political, Legal, and Security Affairs by maintaining independence and impartiality.
“The Constitutional Court as a judicial institution has to uphold law and justice. When it cooperates with the (Ministry of the) Coordinating Political, Legal, and Security Affairs, there is concern that we cannot avoid and ignore. Why is the Coordinating Minister for Political, Legal, and Security Affairs is working with the Court? Is the Court’s independence that we have to protect together then impedes us from working together for the common good? I believe we can still work together while maintaining the independence and impartiality of [both] institutions. Starting from that, we formulate the scope [of cooperation] in such a way as to eliminate concerns that could potentially occur in society. Don’t let good intentions be seen as a bad thing,” he emphasized.
