JAKARTA (MKRI) — The Constitutional Court (MK) welcomed the Personnel and Human Resources Development Agency (BKPSDM) of Badung Regency on Tuesday, December 13, 2022. Head of the Badung Regency BKPSDM, I Gede Wijaya, and nine other officials were welcomed by acting Head of the Human Resources and Organization Department Andi Hakim at the meeting room on the eleventh floor of the Court’s main building.
The visit was aimed at learning about talent management from the Constitutional Court, which the agency saw as a more competent institution in that respect. The study was intended to help the agency improve the quality of its human resources, improving its human resource management system, establish new policies, and improve regulations in human resources. In addition, it was aimed to strengthen the relation between the two institutions for the progress of the country.
Wijaya revealed that the Badung Regency BKPSDM began implementing talent management system intensively after the enactment of the Badung Regent Regulation No. 62 of 2021 on the Merit System in the Management of Civil Servants. After an evaluation of the implementation of this system was carried out in 2021, the Badung BKPSDM received a good rating. It was only on December 8, 2022 that it received a “very good” predicate, but its scores were not up to its target.
“So, we are here to learn more about this and we are here at the direction of the Civil Service Commission, which has learned and implemented a merit system very well. In Badung, the application of this system is integrated with a very simple personnel information system. Therefore, we want to gain knowledge on how to develop it so that it can be even better,” he before the Court’s Head of the Center for Information and Communication Technology Sigit Purnomo and Head of the Center for Research, Case Review, and Library Management Kurniasih Panti Rahayu.
Sigit said in his speech that the talent management (MT) system in Court is part of its effort to implement a merit system to support transparent and accountable career development for all of its employees. The application of this system, he said, is part of the e-office, which begins with the introduction of the Dynamic Archival Information System (SIKD) obtained from the National Archives of the Republic of Indonesia (ANRI).
“After obtaining it from ANRI, the Court make developments according to its needs. In the SIKD, there is Simantap, which was designed to motivate employees in that [state civil apparatuses] will occupy positions in accordance with their competencies, which are assessed objectively, openly, and accountably,” he explained.
Starting from Information Technology
Meanwhile, Andi Hakim, explained that the Constitutional Court started the talent management system with information technology based on the Court’s needs. Unlike other institutions, the Court did not start building the system a regulation of the secretary-general, but adapted to the needs of each work unit. The only thing that the Court refers to in its development is the Regulation of the Minister of Administrative and Bureaucratic Reform No. 3 of 2020.
The success of the talent management system, he added, depends on the support of the institution’s officials and its development must also use information technology. He used the SIKD as an illustration, where each employee can see the jobs that have been and not been completed as well as various other activities that support their performance. The SIKD also shows the speed of the employees’ responses in real time. In fact, he said, when the Court first implemented the work-from-home (WFH) system, every employee could still carry out work in good coordination thanks to this system.
“You could say that the SIKD is a kind of e-office that becomes a non-stop working system. So, it stimulates employees to be in charge without coercion. In addition to individual performance, it will also show the value of each employee’s work unit. The Secretary-General then created the SIKD Award, which is given every month to the work unit that scores highest for the its fastest response to the SIKD,” he said.
