ALGIERS, (MKRI) — President of the Constitutional Council of Algeria Omar Belhadj warmly welcomed the delegation of the Constitutional Court of the Republic of Indonesia (MKRI) led by Constitutional Justice Daniel Yusmic Pancastaki Foekh in the board room of the Sheraton Club des Pins Resort, Algiers, Algeria on Sunday evening, December 4, 2022. The MKRI delegation visited Algeria to accept the invitation to the of the Constitutional Court of Algeria, which was formerly a Constitutional Council. The MKRI delegation had previously been welcomed at the Houari Boumedi international airport by Constitutional Justice Mosbah Menas and the Ambassador of the Republic of Indonesia to Algeria Chalief Akbar Tjandraningrat.
At the meeting, which the Ambassador and staff and the Head of the AACC (Association of Asian Constitutional Courts and Equivalent Institutions) Permanent Secretariat Division R.A. Indah Apriyanti also attended, Justice Foekh, who hailed from Kupang, expressed his gratitude for the warm welcome and hospitality extended by the Algerian counterpart. He also congratulated the Constitutional Court of Algeria for its anniversary. He said that this visit was his first time to set foot in the country that built the Soekarno Monument in its capital. He revealed that he felt emotional bond with the country, “Although this is my first visit to Algeria, I feel I am part of the family of Algeria,” he said.
Justice Foekh also conveyed warm greetings from Chief Justice Anwar Usman, who could not pay a visit, and his gratitude for the participation of the Constitutional Court of Algeria in the fifth congress of the World Conference on Constitutional Justice (WCCJ) in Bali on October 4-7, 2022.
President Belhadj, who was accompanied by Chief of Staff Sam Lyes, explained that his court had sent a draft of memorandum of understanding to the MKRI to continue the cooperation between the institutions and expected to receive the draft soon to be approved and signed by both parties.
“In principle, the Constitutional Court is happy to welcome the extension of cooperation because since the MoU in 2015, there have been many benefits, especially in the management of the permanent secretariat of the Conference of Constitutional Jurisdictions of Africa (CCJA) in Algeria, which has become the MKRI’s reference in managing the AACC Permanent Secretariat for Planning and Coordination. Furthermore, the Chief Justice of the Constitutional Court has stated his readiness to visit Algeria to sign the MoU in the first half of 2023,” Justice Foekh responded.
Dissemination of Results of WCCJ Congress and AACC-CCJA Conference
In addition to discussing the extension of cooperation, Justice Foekh also briefly conveyed the main points of the results of the fifth congress of the WCCJ—Bali Communiqué—and the joint conference between constitutional jurisdictions throughout Asia (AACC) and Africa (CCJA)— a joint statement between AACC and CCJA. At the fifth congress of the WCCJ, the members had agreed to accept the MKRI’s proposal on Constitutional Supremacy Index to measure the progress and development of constitutional compliance in line with the principles of constitutionalism. Meanwhile, the joint statement between AACC and CCJA reflects the members’ agreement to carry out similar activities in 2025 in one of the member countries of CCJA.
At the end of the meeting, Justice Foekh handed over a placard and a traditional woven cloth from East Nusa Tenggara Province to the President of the Constitutional Court of Algeria and captured the moment in photographs.
