(MKRI) — The Constitutional Court’s constitution awareness program (PPHKWN) for constitution village apparatuses and figures continued on Tuesday, November 29, 2022 at the Pancasila and Constitution Education Center (Pusdik), Bogor, West Java.
In the first session, Diponegoro University law professor Adji Samekto delivered a presentation on “The Re-actualization of the Implementation of Pancasila Values.” He said, talking about Pancasila means talking about the future, not about problems. In the future Indonesia will face challenges of food, technology, and population development. “We live in a world where most things are no longer manual,” he said.
He said Pancasila is merely seen as guidelines for behavior but not often been discussed in the discourse of religious-modern state. He also said despite its diverse history in academia it has not been manifested in economic studies nor has it been developed as a scientific paradigm. He also asserted that Pancasila values must be actualized in order to create social justice for all Indonesians.

Constitution and Constitutionalism
In the second session, of the Public Relations and National Affairs Department Fajar Laksono spoke on site about “Constitution and Constitutionalism.” He explained that the constitution village is not singular and that cooperation between the Court and universities must be developed. He also talked about the Constitutional Court’s decisions, which, unlike other courts’ decisions, are final and bunding, thus cannot be appealed.
Meanwhile, Gadjah Mada University’s constitutional law expert Andy Omara emphasized that the state’s responsibility is to protect the whole nation, promote public welfare, educate the nation’s life, participate in carrying out world order, and realize social justice for all Indonesian people.
He said the Preamble of the 1945 Constitution guarantees freedom of religion and to worship according to religion and beliefs (Article 29 paragraph (2) of the 1945 Constitution); a national education system that improves faith, piety, and noble character in in order to educate the nation’s life (Article 31 paragraph (3) of the 1945 Constitution); security and public order where the state police has the duty to protect and serve the community, and enforce the law (Article 30 paragraph (4) of the 1945 Constitution).
The state, he added, is responsible for providing proper healthcare and public service facilities (Article 34 paragraph (3) of the 1945 Constitution); to control and use Earth and water and the natural resources contained therein for the greatest prosperity of the people (Article 33 paragraph (3) of the 1945 Constitution); and to care for the poor and neglected children (Article 34 paragraph (1) of the 1945 Constitution).
He added that the citizens’ constitutional rights (HKWN) are enshrined in the Constitution and are fundamental, as they cannot be set aside by the state. However, there are also human rights that can be set aside in certain circumstances.
Deputy Registrar II Wiryanto also delivered a presentation on “The Constitutional Court and the Procedural Law for Judicial Review.”
The program will take place on Monday to Thursday, November 28 to December 12, 2022 at the Pancasila and the Constitution in Cisarua, Bogor. Thirty-five participants—apparatuses of five constitution villages—will follow presentations on the implementation of Pancasila values, the Constitution and constitutionalism, and many more.
