BALI (MKRI) — As the Constitutional Court’s (MK) commitment to improving transparency and accountability in managing state finances, it organized a focus group discussion (FGD) on “The Evaluation of WCCJ Activities for Transparent and Accountable State Financial Management in the Registrar’s Office and the Secretariat-General of the Constitutional Court” on Friday, November 25, 2022 in Nusa Dua, Bali. The event was collaboration with the Audit Board (BPK). Chief Justice Anwar Usman were in attendance alongside Constitutional Justices Arief Hidayat and M. Guntur Hamzah, acting secretary-general Heru Setiawan, and some-30 Court employees consisting of structural/functional officials, the Inspectorate’s Government Internal Supervisory Apparatus (APIP) representatives, members of the WCCJ committee, financial managers, managers of state assets (BMN), procurement service unit, and personnel supervisor officers (PPK).

In the first session on “Transparent and Accountable State Financial Management,” head of BPK’s Auditorate III.A Hanif Mohamad Taufik stated that the principles of state financial management are guided by Article 3 paragraph (1) of Law No. 17 of 2003 on State Finances in and Article 1 point 7 of Law No. 15 of 2004 on Audit on State Financial Management and Accountability. Those norms contain general principles of state financial management, including of annuality, universality, unity, and specialty, results-oriented accountability, professionalism, proportionality, transparency, and financial audits by a free and independent auditing body.

“So, in order to improve the performance, transparency, and accountability of state financial management, the President as the Head of Government regulates and organizes the internal control system within the government as a whole. In its application, of course, it must pay attention to the sense of justice and propriety and consider the size, complexity, and nature of the duties and functions of the government agency concerned,” he explained.

In the second session, head of BPK’s Sub-auditorate III.A.1 Rio Andalas Soekotjo delivered a presentation on “Accelerating Follow-Up of BPK’s Audit Results in the Constitutional Court.” After the presentations, the FGD participants were invited to discuss matters related to financial management.

The event was organized to collect information and to improve the insight of employees in the Registrar’s Office and the Secretariat-General of the Constitutional Court on audits of state finances and performance and to provide inputs to employees in order to accelerate the completion of follow-up on BPK recommendations. It was hope that the WCCJ organizing committee could receive good inputs for improved international activities in the future.
