DEPOK (MKRI)—The Constitutional Court (MK) organized a technical assistance program on the implementation strategies of occupational health and safety management system (SMK3) in the Registrar’s Office and the Secretariat-General of the Constitutional Court on Wednesday, November 16, 2022 in Depok, West Java.

The event was opened by the head of the General Affairs Bureau Elisabeth on behalf of Secretary-General M. Guntur Hamzah. Elis said SMK3 is part of the overall management system, which consists of organization, planning, accountability, procedure, process, and resources.

“SMK3 is needed for the development of achievement, assessment, and maintenance of policies, occupational safety and health in the context of controlling risks related to work activities so as to create a safe, efficient, and productive workplace,” she said.

She also said that the event was the Constitutional Court’s commitment to providing a safe, comfortable, and productive workplace as mandated by Law No. 1 of 1970 on Occupational Safety, Law No. 13 of 2003 on Manpower, and the Government Regulation No. 50 of 2012 on the Implementation of the Occupational Health and Safety Management System.

The implementation of SMK3, she said, consists of three stages. First, the stipulation of K3/OHS (occupational health and safety) policies, where initial assessment must be carried out, the OHS management must be overseen continuously and sustainably, and inputs from Court staff members must be considered.

“Second, K3 planning. In drafting K3 plans, the results of initial assessment, identification of hazards, risk control, legislation, and other requirements must be taken into account. Third, implementation of K3 plans, which must be supported by adequate human resources, facilities, and infrastructure. Fourth, monitoring and evaluation of K3 performance through inspection, testing, assessment, and internal audit of SMK3 by competent human resources,” she added.

At the end of her remarks, Elis hoped the event would be a first step to realizing the Court’s commitment to implementing SMK3 in the Constitutional Court. 

Implementation of OHS

Expert staff of the Center for Assessment and Application of Occupational Health and Safety (CAAOHS) of the University of Indonesia’s Public Health Faculty (FKM UI) Hendra explained that the implementation of OHS in the workplace aims to create safe and healthy working conditions so as to prevent accidents that can cause material and non-material losses. “[K3 aims at] preventing declining health or other disturbances in workers caused by the potential hazards and risks that exist in the workplace,” he said.

He further explained that successful implementation of OHS requires collaboration and participation of leaders/entrepreneurs and employees/workers, taking into account all aspects such as worker health, work environment hygiene, toxicology and hazardous materials, education and training, work safety, ergonomics, psychosocial.

He also explained OHS risk management, which is done through ongoing identification, evaluation, control, and monitoring so that a workplace or work process have acceptable OHS risks.

Meanwhile, the objectives of OHS risk management are, first, to eliminate or minimize potential hazards in the workplace in order to avoid health problems, occupational diseases, and work accidents. Second, to minimize unwanted effects. Third, to maximize the achievement of organizational goals by minimizing losses. Fourth, to implement management programs efficiently. Fifth, to become the basis for the preparation of the right program. Sixth, to create proactive management. Seventh, to solve problems early because early detection of risks will be cheaper.
