Court Offers Capacity Building to Constitutional Court of Albania

TIRANA (MKRI)—The delegation of the Constitutional Court of the Republic of Indonesia (MKRI) made an official international visit by attending the invitation to the 30th anniversary of the Constitutional Court of Albania. To commemorate its anniversary, the Constitutional Court of Albania held a conference on October 20–23 in Tirana, Albania, with delegations of 20 countries in attendance. Chief Justice Anwar Usman led the Indonesian delegation and delivered a speech at the conference.

With the honor of the only invitee to represent the constitutional courts of Asia, Chief Justice Anwar also attended a bilateral meeting with the President of the Constitutional Court of Albania Vitore Tousha in between the conference on Thursday, October 20, 2022 at the Antigonea 3 Room, Rogner Meeting Hall. President Tousha opened the meeting by congratulating the MKRI and offering his highest appreciation for the success of the fifth Congress of the World Conference on Constitutional Justice (WCCJ) in Bali.

In turn, Chief Justice Anwar congratulated the Constitutional Court of Albania for its 30th anniversary and added that it must have valuable experience that other constitutional courts including the MKRI can learn from. “On the other hand, although the MKRI is younger, it also has a lot of unique and valuable experience that other courts can learn from,” he added.

Chief Justice Anwar also hoped for the relations between the Constitutional Courts of Indonesia and Albania to continue both in terms of the executive and the judiciary. He also expressed the MKRI’s support for its Albanian counterpart to participate in the MKRI’s capacity building programs.

“I especially would like to offer Indonesia’s support for the capacity building of the Constitutional Court of Albania through several international programs that the MKRI organizes for your justices or staff members,” he said.

These programs, the chief justice explained, are the international short course for legal officers and the publication of articles in the MKRI’s Scopus-indexed international journal called Constitutional Review.

In response to the offer, President Tousha expressed his appreciation and sincerest gratitude. His Court, he said, would appoint a person in charge to continue communication with the MKRI on the matter.

Both leaders also agreed that the agreement resulting from the fifth Congress of the WCCJ, which is expressed in the Bali Communiqué, must be forwarded to other WCCJ members. One of the ways would be through the conference in Tirana, which discussed global law enforcement and democracy under the theme “The Role of Constitutional Courts in New Democracies.” The conference was collaboration between the Constitutional Court of Albania and several other judicial institutions in Europe. Chief Justice Anwar delivered a keynote speech on “The Constitutional Court of Indonesia: Guardian of Constitution and State Ideology” on the second day of the conference.
