State Civil Apparatuses Play Key Role as Influencers

BALI (MKRI)—The Constitutional Court (MK) held a gathering of secretaries of coordinating ministers, secretary-generals, ministerial secretaries, chief secretaries, military chiefs of staff, and assistants for planning and budget of the military and the national police, abbreviated as FORSES, as a side event of the 5th Congress of the World Conference of Constitutional Justice (WCCJ) at the Bali Nusa Dua Convention Center (BNDCC), Bali on Wednesday, October 5, 2022.

On that occasion, Constitutional Justice Arief Hidayat gave a speech on the state civil apparatuses (ASNs) and its key role in coordinating human resources and information for the legislative, executive, and judiciary, which inform their policy-making. ASNs’ loyalty, he said, must carry a national perspective in order to help the country issue state-oriented policies. Even though each institution has different functions, duties, and authorities, all of them have the same goal—the advancement of Indonesia.

He also highlighted social media’s significant role in influencing government policies. “I am calling on all participants to become influencers in order to improve national unity, considering that ASNs are subjected to the influences of foreign ideologies and involvement in partisan politics, not in national politics,” he added.

Justice Arief reminded that Pancasila must be maintained to strengthen national solidarity and warned that many countries had separated due to the lack of the element of unity, which Indonesia has in Pancasila. Collaboration, synergy, and cooperation, which the FORSES had been promoting, must be continued in order to improve public services.

Earlier, FORSES chairperson Noor Sidharta, who is also the Secretary-General of the Witness and Victim Protection Agency (LPSK) said the forum served to encourage communication, coordination, and cooperation between secretaries-general, especially when there are problems to solve. He also expressed his gratitude to the Constitutional Court for organizing the forum.

Talent Management

Secretary-General of the MKRI M. Guntur Hamzah gave a speech about the importance of talent management in improving ASN capabilities. He said that the MKRI’s talent management received good scores in the merit-based system indicating excellence from the Indonesian Civil Service Commission (KASN). This allowed the Court to conduct its own recruitment without having to go through an open bidding.

Through the Employee Talent Management Information System (Simantap), assessment of all employees can be carried out in measurable and automatic manner. In addition, the Court has determined 17 critical positions, ranging from Echelon I to Echelon III, based on KASN’s directive. Simantap also has several data sources for the assessment of all employee.

Guntur also said that through the Simantap feature in the Court’s Dynamic Archival Information System (SIKD), duty roster can be determined more accountably and the work units’ performances can be measured more clearly.
