JAKARTA (MKRI)—The Constitutional Court (MK) received an award for receiving an unqualified (WTP) opinion from the Ministry of Finance for its financial report 15 times. Finance Minister Sri Mulyani conferred the award directly to Secretary-General M. Guntur Hamzah on Thursday, September 22, 2022 at Dhanapala Building of the Ministry of Finance, Jakarta. The minister also conferred WTP awards for 2021, for those receiving WTP opinions 5, 10, and 15 times.

In her remarks, Sri Mulyani congratulated the regional/city governments and state ministries/agencies that had won the awards. This, she said, was an extraordinary achievement since Indonesia had been developing accountable and responsible state financial management in order to ensure the usefulness of the state and regional budgets in the central and regional governments. This, she added, was evidenced by the increase of WTP award recipients. Since the COVID-19 pandemic massive mitigation was still ongoing, she realized that it affected the efforts to maintain the swiftness, responsiveness, and accountability of financial reporting were proved to be challenging.

“When we make spend the budget, there are always gaps, but that doesn’t mean we can’t. This is proven by several achievements today, such as Indonesia reaching a GDP that in 2021 will pass that in the pre-pandemic period. This is extraordinary. This is an achievement for you who can use the state/regional budgets for economic recovery. However, these achievements should not catch you off guard. The state/regional budgets must be maintained and kept fair. Ministries/state agencies that achieved things during this extraordinary time hopefully can continue maintaining state finances in a responsible manner so that Indonesia will recover faster and rises stronger,” she explained.

A talk show on “Guarding Financial Accountability and Performance to Recover Faster, Rise Stronger” followed the event. The Administrative and Bureaucratic Reform Ministry’s Deputy Assistant for Bureaucratic Reform, Apparatus Accountability, and Supervision Erwan Agus Purwanto, senior auditor of the BPK’s (Audit Board) Principal Auditorate of State Finance II Nelson Ambarita, Director-General for Treasury Hadiyanto, and representative of the East Java Governor Emil Elestianto Dardak also spoke at the event.

Based on Law No. 15 of 2004 on State Financial Management and Accountability Audit, an unqualified (WTP) opinion declares a financial report of the entity being assessed has presented fairly all material things, financial position, results of operations and cash flows in accordance with generally accepted accounting principles in Indonesia. The ministries/state agencies that won the 2021 WTP award, WTP award for consecutive WTP 5, 10, and 15 times include the regional governments of Central Java, Bali, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), Central Sulawesi; the governments of Aceh Besar Regency, Banggai Regency, Bantul Regency, Banyuwangi Regency, Tanah Datar Regency, West Tulang Bawang Regency, Depok City, Lubuk Linggau City, Malang City, Banda Aceh City; West Java Province, Jambi Province, Ministry of Industry, Ministry of State Secretariat, National Disaster Management Agency, National Narcotics Agency, Supreme Court, Bappenas (National Development Planning Agency); Tangerang City, Ministry of SOEs, State Administration Institution, National Resilience Council, BPK (Audit Board), Constitutional Court, and Regional Representatives Council (DPD).
