JAKARTA (MKRI)—The dissemination on the control of gratuity among civil servants (PNS) and non-civil servant government employees (PPNPN) in the Constitutional Court (MK) took place on Tuesday afternoon, August 23, 2022 in the hall. Secretary-General M. Guntur Hamzah gave his remarks and opened the event.

The event, he said, remind the Court staff to maintain their integrity and avoid corruption. Corruption, he said, is taking what is not one’s right and not taking gifts indiscriminately.

“Refuse [gifts] first. If you cannot refuse it for a reason, you may accept it then report it,” he said.

Types of Corruption

Corruption, Guntur said, is driven by needs and greed. “High officials who commit corruption, however small, is because of greed. Their salary is more than enough, but still they commit corruption,” he said.

However, there is corruption due to maladministration, he added. Such type occurs due to different interpretations between the auditors and the audited.

“Therefore, many staff must be examined and be provided with insight and understanding of the regulation in order to prevent multiple interpretations of corruption,” he added. 

Public Service Complaint Unit

Guntur also said that Law No. 25 of 2009 on Public Service stipulates that government institutions must provide a public service complaint unit. The improvement of public service can be done through speedy resolution of complaints of public service. Any criticism is for the improvement of public services.

He added that complaint management strategies must be developed continuously through complaint management in order to improve public services. Public complaints are one of the ways to prevent and eradicate corruption, which is an extraordinary crime.

The Ministry of Administrative and Bureaucratic Reform’s Deputy Assistant for Digital Transformation of Public Services Yanuar Ahmad and Public Complaint Analyst Novika Purba as well as the KPK’s (Corruption Eradication Commission) Director for Gratification and Public Service Herda Helmijaya, intermediate Gratuity and Public Service Auditors Anjas Prasetiyo and Prawitra Kusumastuti delivered presentations at the event.
