JAKARTA, Public Relations—A technical assistance program (bimtek) on Government Internal Control System (SPIP) for fiscal year 2022 in the Registrar’s Office and the Secretariat-General of the Constitutional Court took place on Monday–Tuesday, July 25–26, 2022 in the Delegation Room in the first Constitutional Court (MK) building.

Interim Inspector Teguh Wahyudi officially opened the program on Monday, July 25. He said the program served to realize effective, efficient, transparent, and accountable state financial management following the mandate of the Government Regulation (PP) No. 60 of 2008 on Government Internal Control System (SPIP).

“Based on PP No. 60 of 2008, internal control system, SPIP is a continuous, integral process of actions and activities by leadership and all employees to provide adequate assurance on the achievement of organizational goals through effective and efficient activities, reliability of financial reporting, safeguarding state assets, and compliance with laws and regulations. The Government Internal Control System, hereinafter abbreviated as SPIP, is carried out thoroughly within the central and regional governments,” he explained before the Court’s officials and staff members.

SPIP Maturity Assessment

Article 2 of PP No. 60 of 2008, Teguh said, stipulates that in order to realize effective, efficient, transparent, and accountable state financial management, ministers/agency leaders, governors, and regents/mayors must control government activities. SPIP assessment then assesses the maturity of the implementation of these activities.

In order to measure the success of SPIP, he added, a maturity assessment is carried out. Such assessments have begun in 2016, with the issuance of the Regulation of the Head of the BPKP No. 4 of 2016 on the Assessment and Improvement Strategy of SPIP Maturity Implementation, which was then amended by newer regulations. The SPIP maturity assessment serves to identify weaknesses in each minister/agency and plan appropriate strategies to overcome those weaknesses in order to improve the quality of internal control so that the goals of the organization/entity set can be achieved effectively and efficiently. This is supported by the reliable financial reports and asset security, as well as compliance with laws and regulations. In addition, it also provides understanding to participants so that there is standardization and common perception in the assessment process in all ministries/agencies/regions.

“Based on this background, efforts are needed to increase competence in terms of SPIP maturity assessment, one of which is this technical assistance program with the hope of increasing maturity value and improving transparency and performance accountability as a form of implementing good governance,” Teguh said.

Gunawan, Nugroho Sri Danardono, and Eko Teguh Wahyudi from the Finance and Development Supervisory Agency (BPKP) delivered presentations on the legal bases and the benefits of SPIP maturity assessment and training, an overview of the SPIP maturity assessment, the process of the SPIP maturity assessment, the goal setting assessment, the structure and process of the assessment, the APIP and IEPK capability assessment, and the SPIP attainment assessment.
