JAKARTA, Public Relations—Secretary-General M. Guntur Hamzah personally witnessed the conferment of the rotating SIKD Award for June 2022 to the Constitutional Court’s (MK) Center for Information and Communication Technology (Pustik) on Friday, July 1, 2022 at the Meeting Room. Pustik placed first in terms of SIKD response speed in June 2022 after placing third over the past several months.
“The most responsive work unit for June was the Center for Information and Communication Technology. After a few months of not winning it, of course, this has become an achievement,” Guntur said while announcing the winner.
At the second place was the Inspectorate, which had won the award five months in a row until the month before. Meanwhile, the Human Resources and Organization Bureau (SDMO) placed third. Guntur also expressed appreciation for the improvement of SIKD response speed across units, which reached 8 hours on average.
“In the talent management [system], regardless of the winners, the [response speed] is now down to single digits. This is collective work, at 8 hours. The lower the response speed, the higher the staff’s capability. Anyone whose response is slow will affect [all]. On every [last day of the month], the system is locked so that the average response speed is displayed. So, we can see the average speed each month,” he explained.
Guntur also said that sportsmanship is required in order to maintain each unit’s speed. Poor sportsmanship, such as one person handling all of the unit’s SIKD account, is fraudulent. “If one person’s [SIKD correspondence] was [handled] by another, it would show poor sportsmanship,” he stressed. He also reminded all staff members to remind one another of any correspondence needing response in the SIKD.

Strategy
Acting Head of Pustik Sigit Purnomo revealed that his unit had previously placed first for four months consecutively in 2021. He shared that the tip would be to inform all unit staff to access their SIKD whenever there is correspondence needing response.
“When receiving any letter in the SIKD, the staff members who had opened it informed the others to follow suit. The key is to spread information to the others who receive the same letter in the SIKD, for the sake of solidarity and care among staff members, because this shows a value of solidarity,” he said.
The Head of the Human Resources and Organization Bureau Teguh Wahyudi also revealed that his bureau’s strategy was the same as what Pustik applied, but they were only a little behind.
“The method is the same as what Pustik did, but Mr. Sigit [and his team] was faster. Actually, our speeds weren’t much different,” he said.
The SIKD was first founded on the idea of fast and easy management of archives to facilitate an institution’s leadership and the general public. The SIKD aims to minimize the manual archives. The SIKD was founded as a solution to archival management issues using information technology. The central government’s national policy regarding the SIKD reflects President Joko Widodo’s Nawacita (nine Priorities Agenda), the electronic-based government system (SPBE), as well as the National Archives’ (ANRI) policy that mandates all institutions/agencies to use the SIKD to manage their archives. This is in line with the Court’s vision to uphold the Constitution through a modern and reliable judiciary.
The main objective of the SIKD is to provide an easy, fast, effective, and efficient archiving service. The Registrar’s Office and the Secretariat General of the Constitutional Court felt a significant change after using the SIKD application for archive management.
