JAKARTA, Public Relations—In order to improve synergy in the management and writing of nationally accredited and globally indexed academic journal articles, the Constitutional Court (MK) signed a memorandum of understanding (MoU) with the Association of Indonesian Legal Journal Management (APJHI). Head of the Center for Research, Case Review, and Library Management Kurniasih Panti Rahayu and APJHI Chairperson Dhiana Puspitawati signed the MoU before the Secretary-General of the Constitutional Court M. Guntur Hamzah on Friday, June 3, 2022 in Malang, East Java. The MoU served to improve cooperation between both institutions in order to improve the understanding and ability of legal journal managers in managing and writing nationally accredited and globally indexed academic journal articles in law and constitutionalism.
“Hopefully the cooperation between APJHI and the Constitutional Court, especially the Center for Research, Case Review, and Library Management, will result in synergy and always provide encouragement and support of each other’s activities, as well as being an initiative on journal management by APJHI, to make it more professional, accountable,” said Secretary-General M. Guntur Hamzah, who also opened the workshop on “The Management and Writing of Nationally Accredited and Globally Indexed Academic Journals.” The workshop was attended by 33 offline participants and 130 online participants, consisting of managers of academic journals at universities/institutions and researchers and lecturers from universities in East Java Province and its surroundings.
In addition, Guntur also talked about effective and collaborative ways of working, including in the development of academic journal management. His experience in the Constitutional Court, he revealed, could not be separated from his achievements in writing academic journals. He also expressed strong support for the workshop because for the Court, quality scientific writing is the impetus to growing and enriching the academic atmosphere, not only in universities, but also in the judiciary.
“Therefore, the Constitutional Court is now pushing for synergies in the management and writing of academic journal articles in law and constitutionalism, which gradually have to start getting national accreditation and globally index,” he explained.
Guntur also hoped that the workshop would build an environment for the writing of quality articles or legal journals. “So that all articles can be published and be included in the Open Journal System because all of them are already using the online system,” he said.
Legal Journal Quality
Meanwhile, in her report, the Head of the Center for Research, Case Review, and Library Management Kurniasih Panti Rahayu said that the publication of academic journals was important in disseminating the results of ideas so that they become public and benefit the wider community. Therefore, the quality of legal journals in Indonesia also needs to be improved so that they would not only serve to publish any articles sent to the editor but also be nationally accredited and indexed globally.
“Hopefully this [workshop] and collaboration can be beneficial for the management of good legal journals so that they can be nationally accredited and indexed internationally, and that we can also get insights into the latest guidelines of journal accreditation,” she explained.
Materials and Presenters
On this first day, in the first session under the theme “The Management of Nationally Accredited Academic Journals,” APJHI Advisor and the Editor-in-Chief of Hasanuddin Law Review Irwansyah delivered a presentation on “Guidelines for Accreditation of Academic Journals in 2021,” followed by and APJHI Chairperson and the Editor-in-Chief of Brawijaya Law Journal Dhiana Puspitawati with a presentation on “Substance Standardization of Academic Articles for Legal Journals.”
“There are several provisions in writing style and substance for articles in the fields of law, social, economy, and business that must be considered because as an evaluator of the results of the publication, especially in the legal field, APJHI tries to standardize related matters, for example a straightforward and informative title. So, the characteristics of an academic article will be different from those of a thesis or dissertation,” Dhiana said alongside moderator Constitutional Court researcher Zaka Firma Aditya.
In the second session, under the theme “Writing National/International Academic Articles,” Chairman of the Udayana Law Journal I Gusti Ngurah Parikesit discussed “Writing Legal Academic Articles in International Legal Journals,” followed by APJHI Supervisor and the Editor-in-Chief of the Indonesian Journal of International Law Arie Afriansyah with a presentation on “Searching for Legal Materials and Effective Ways to Avoid Plagiarism in Legal Academic Articles.”

One of the urgent needs is to ensure that journals based on the Open Journal System (OJS) are managed properly and meet minimum standards so that they can lead to national and international accreditation. In addition, the workshop also targeted researchers and lecturers to promote the importance of managing academic publications; provide tips and tricks to publication in reputable international journals; and assist the process of writing, sending, and responding to the results of reviews in international academic journals to accelerate the publication of academic articles among lecturers and researchers in nationally- and internationally-indexed journals.
