JAKARTA, Public Relations—The World Conference on Constitutional Justice (WCCJ) will take place on October 4–7, 2022 in Nusa Dua, Bali, said Constitutional Justice Arief Hidayat at the WCCJ Bureau meeting on Saturday, March 19, 2022. The meeting was held onsite from the Scuoala Grande building in Venice, Italy as well as online.
“[The Constitutional Court of the Republic of Indonesia] is prepared to host the fifth WCCJ Congress online, offline, or hybrid. To that end, we are making preparations for all the necessities—the venue, accommodation, transportation, cultural program, and of course the health protocols that will be implemented among participants following existing regulations,” he said before members of the bureau.
At the meeting, the Constitutional Court of the Republic of Indonesia (MKRI) was invited as both a member of the bureau and the host for the upcoming congress. The Constitutional Court of Italy, the Constitutional Council of Algeria and the President of the Conference of Constitutional Jurisdictions of Africa (CCJA), the Constitutional Court of Lithuania, the Constitutional Court of Moldova, the Constitutional Court of the Dominican Republic, the Constitutional Court of Spain, the Constitutional Court of South Africa, and equivalent institutions from several other countries joined the meeting.
Showing the MKRI’s preparedness, Justice Arief played a video illustrating the Court’s preparations in all aspects. At the end of the video, Chief Justice Anwar Usman and the other eight constitutional justices also expressed their preparedness.
Secretary-General of the Venice Commission Schnutz Dürr expressed his gratitude and highest appreciation for the MKRI’s preparedness and preparations. The commission highly appreciated the MKRI’s seriousness in hosting the upcoming WCCJ congress.
Position of Constitutional Court of Russia
Before moving on to discussing the preparations for the upcoming fifth congress, the WCCJ Bureau discussed the membership of the Constitutional Court of Russia, given the political situation between Russia and Ukraine. The bureau asked its members to express their recommendations on the issue. When it was Justice Arief Hidayat’s turn, he relayed the MKRI’s unpreparedness to comment on it.
“The MKRI cannot make any decision and fully submits to the WCCJ Bureau. However, we suggest and request that the WCCJ Bureau’s decision regarding this matter not be made through voting, but through deliberation,” he said.
Justice Arief also said that as the Constitutional Court of Russia is a member of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC), its membership in the WCCJ will first be discussed at the AACC’s Board of Members’ (BoMM) meeting, which was scheduled to take place in June, before the fifth WCCJ Congress. However, given the urgency, the MKRI would try to request the meeting be moved up in May 2022.
