JAKARTA, Public Relations—Constitutional Justice Enny Nurbaningsih delivered a presentation on “The Constitutional Court’s in Upholding Citizens’ Constitutional Rights” at a stadium generale at the Sharia Facutly of the State Islamic Institute (IAIN) of Ponorogo on Friday, February 18, 2022 at the institute’s Watoe Dhakon Building. The event was held both onsite and online with strict health protocols. Ponorogo Regent Sugiri Sancoko and IAIN Ponorogo Rector Evi Muafiah were in attendance.
Before some 300 students, Justice Enny talked said that the protection of citizens’ constitutional rights is not inseparable from the concept of a democracy, whose constitution contains basic materials, such as human rights and restrictions on the administrative structure of the state, and the division of tasks between institutions. In relation to this, in Indonesia prior to the amendment of the 1945 Constitution, the basic materials had been very minimal.
“This is because the Constitution was made as a prerequisite to a sovereign country. Then after the Reform, provisions on human rights were detailed and various laws were produced, all of which strengthened the state’s position [as] a constitutional democracy,” she said alongside Secretary-General M. Guntur Hamzah and Head of the Public Relations and Protocol Bureau Heru Setiawan.
Justice Enny explained that human rights are a set of rights inherent in humans as creatures of God. These rights must be respected and protected by the state, the law, and the government. They were set forth in Article 28A to Article 28J of the 1945 Constitution during the second amendment. The Constitutional Court was granted authority to guard these rights, she added.
“Recently, in order to improve the citizens’ understanding of the constitutional rights guaranteed in the Constitution, the Constitutional Court issued 66 icons on the human rights that are included in the 1945 Constitution after the amendment: individual rights, collective rights, and the rights of vulnerable people. This [was made into] a pocket book that can be studied and understood by everyone, including the lecturers and students at IAIN Ponorogo who are attending this lecture,” she said.

Meanwhile, Secretary-General M. Guntur Hamzah said in his remarks that IAIN Ponorogo was the 26th entity that signed an MoU with the Constitutional Court. He added that students can access the Court’s website to find out more about it and its concrete work, including MoUs that was signed today.
“To find out more about the Constitutional Court, you can access the Court’s website. The Court is in the palm of your hand because you can see various things about the Constitutional Court, starting from its decisions, transcripts, hearings, information of its cooperation with other institutions, and so on. In fact, the Court establishes cooperation because the it is [located] at the center of the nation’s capital city, so it needs to establish a network in the regions by making [students on this campus] friends or intellectual partners of the Constitutional Court,” he said.
Guntur and Rector Evi Muafiah signed the MoU digitally on an e-stamp. At the end of the signing, Guntur said expressed his hope that the two institutions would improve their synergy and cooperation so that their common goal of improving citizens’ understanding of their constitutional rights would be achieved. In addition, the MoU also aimed at improving the quality of legal higher education.
