JAKARTA, Public Relations—The handover report (BAST) of status transfer of state asset (BMN) in the form of a monograph from the Constitutional Court to UPN Veteran Jakarta through the Ministry of Education, Culture, Research, and Technology (Kemdikbudristek) was signed electronically by Secretary-General of the Constitutional Court, M. Guntur Hamzah, and Secretary-General of the ministry, Suharti, on Thursday, December 23, 2021. The event was witnessed by several officials of the Court and the ministry, as well as faculty members of UPN Veteran Jakarta.
“Since it is one of our duties to inventory state assets, including monographs. As we know, reading good literature is like having a dialogue with philosophers from the centuries past. Literature is a bridge to knowledge that connects knowledge and the real world,” Guntur said in his remarks.
Therefore, despite limitations and having to carry it out online, the signing of the monograph handover to the university through the ministry ran smoothly.
“I’m excited because we are signing it with the digital technology that has been equipped with electronic certification. Even more extraordinary, it has also been equipped with electronic stamps. It is the most effective method in the era, due to the constraint of [in]direct meeting. It is also part of the government’s digital transformation program,” Guntur explained. He also revealed that the Court’s library was being revitalized to become a digital library.
He explained that the event served to transfer state asset in the form of a monograph from the Court to UPN Veteran Jakarta through the Ministry of Education, Culture, Research, and Technology. Because UPN Veteran Jakarta is a public university, the asset was transferred. This would be different in private universities, where such an asset would be exchanged as a grant.

Secretary-General of the ministry, Suharti, said that prior to the COVID-19 pandemic, it would not have been possible to sign the transfer online. However, thanks to the technology that the Court developed, it could take place virtually amid the pandemic.
“Thanks to the technology that the Court developed and the demand for productive work, amid the pandemic the event could take place in compliance with strict health protocol,” she said.
She hoped that the collaboration with the Court would not stop here, but continue through the use of both the Court’s physical and digital books, not only for UPN Veteran Jakarta, but also higher education institutions throughout Indonesia.
“I believe many law faculties in Indonesia need information available on the Court’s monograph. Next up, we will keep cooperating and looking for opportunities to collaborate in order to contribute to education. [I] would like to thank the Court for its support,” she stressed.
