CSIRT Important to Anticipate Cyber Incidents

BEKASI, Public Relations—The Computer Security Incident Response Team (CSIRT) is necessary because of increasing cyber incidents in government institutions, said assistant cryptographer at the Directorate of Central Government Affairs on Cybersecurity and Signal Intelligence of the National Cyber and Crypto Agency (BSSN) Desi Wulandari on the second day of the workshop on “Artificial Intelligence, the Internet of Things, and Cybersecurity in the Judiciary” on Saturday afternoon, December 18, 2021 in Bekasi.

She added that the CSIRT is an organization or team responsible for receiving, reviewing, and responding to cybersecurity incident reports and activities. It was formed to conduct comprehensive investigations and protect systems or data against cybersecurity incidents in the organization.

Its history, she revealed, began with the establishment of ID CERT in 1998, which served to carry out technical coordination for the public. In 2007, ID-SIRTII/CC was inaugurated by the Ministry of Communication and Informatics. Gov-CSRIT was officially launched by BSSN in 2019. CSIRT carrying out reactive functions as well as a combination of reactive and proactive functions with the aim to help protect and secure critical assets of organizations and constituents. “For this reason, hopefully the Constitutional Court can form a CSIRT in 2022,” he said.

Next, cybersecurity governance and signal intelligence analyst of the Directorate of Central Government Affairs on Cybersecurity and Signal Intelligence of BSSN Donny Seftyanto talked about overcoming cyber incidents. Aside from CSIRT, SOC also serve to overcome cyber incidents.

Human Involvement

Meanwhile, Cognixy CEO Krishna Ariadi Pribadi talked about the concept, process, and application of AI. AI is not perfect, he said, so humans are still needed.

“No AI is perfect. What exists is continuous learning,” he said. He also added that two of the important factors in using AI is data security and privacy. Structured data is also important because humans are needed in the beginning for the deployment of AI.

Acting Head of the Center for Information and Communication Technology (PUSTIK) Sigit Purnomo in his closing remarks congratulated his center for receiving the Corruption-Free Zone (WBK) predicate in the Integrity Zone Development. He expressed appreciation for all PUSTIK staff. “I hope the ICT squared, which the Secretary-General often talks about can be implemented continuously in daily activities,” he said on Sunday morning, December 19, 2021.

He also talked about focus group discussion (FGD) on AI to create a grand design on AI in the Court. Not to mention, in 2024 the Court would be resolving general elections results dispute cases (PHPU). “All those activities are so that the IT in the Court advance and develop in the future, and to prepare for 2024,” Sigit said.

The workshop took place on Friday-Sunday (December 17-19) with 28 participants from the Court’s Center for Information and Communication Technology and Inspectorate. It was organized because the National Cyber and Crypto Agency (BSSN) was building the Computer Security Incident Response Team (CSIRT) as one of the executors of cybersecurity to develop it in Indonesia following the Presidential Regulation No.18 of 2020 on the National Medium-Term Development Plan (RPJMN) of 2020-2024, which mandated the development of 121 CSIRTs as a strategic priority project. The CSIRT team will serve to minimize and control damages due to cyber incidents and provides effective mitigation and recovery responses as well as prevents future cyber incidents.

The CSIRT will be the main force in guarding the information security system in the Constitutional Court. It is expected to achieve information security stability in the electronic-based government system (SPBE). BSSN surely cannot stand on its own, thus active participation of all stakeholders is necessary to solve incidents swiftly, accurately, and effectively. It recommended that all government institutions establish CSIRT. The more CSIRT is established in the government, the more independent and prepared the nation will be in facing cyber incidents and in contributing to guarding cybersecurity in Indonesia.
