JAKARTA, Public Relations—Competency and potential assessments were carried out for the talent management of civil servants (PNS) at the Registrar’s Office and the Secretariat-General of the Constitutional Court (MK) on Tuesday afternoon, December 7, 2021 in the Court’s main building.
“In order to have state civil apparatuses (ASN) who are capable and competent, it is necessary to carry out a competency assessment to see their abilities for their positions measured through talent assessment,” said the Head of the Human Resource Development Division Andi Hakim.
Competency and potential assessments are two of the Court’s strategic steps in compiling ASN profiles through objective and transparent assessments while prioritizing integrity.
Andi then explained that the assessments measured leadership, integrity, cooperation, communication, results orientation, public service, development of others, self-development, change management, decision-making, national unity, and commitment.
Competency Assessment
After Andi finished explaining, the assessments were held at the hall of the main building. They included a 360-degree assessment, after which each PNS staff was given a random list of staff members to assess. They were to make assessment on several indicators, which consisted on 9-12 questions on a range of 0-4 (not good to very good), in one hour.
After the competency assessment, a potential assessment was done using a psychological test with three instruments for 2.5-3 hours.
The assessments were conducted on December 7-14, 2021 at 08:00-09:00 WIB with the 360-degree assessment and the potential testing being done online. The staff members were mandated to work from office (WFO) on a certain schedule and to bring a laptop or tablet and to arrive 15 minutes ahead of the schedule.
The assessments were based on Law No. 5 of 2015 on State Civil Apparatuses, the Government Regulation No. 11 of 2017 on the Management of Civil Servants, the Regulation of the Minister of Administrative and Bureaucratic Reform (Permenpanrb) No. 40 of 2018 on the Merit System Guidelines for ASNs, Permenpanrb No. 20 of 2020 on ASN Talent Management, Permenpanrb No. 38 of 2017 on Competence Standards for ASN Positions, Regulation of the Head of the National Civil Service Agency (BKN) No. 26 of 2019 on the Guidelines of the Implementation of Competency Assessment of Civil Servants.
