SOLO, Public Relations—Human rights (HAM) and the basic rights of citizens are essentially the same. Human rights, whether regulated or not regulated in the constitution, must be implemented. The problem is violations in the implementation, making it difficult if they are not legal norms, said Deputy Chief Justice Aswanto at the hall of the Law Faculty of Universitas Sebelas Maret (FH UNS) on Saturday afternoon, December 4, 2021 at the final round of the constitution speech contest between lurahs (head of kelurahan, an equivalent of village) and village chiefs in all of Solo, who competed for the Chief Constitutional Justice Cup. The contest was a collaboration between the Constitutional Court (MK) and FH UNS.
“In general, we agree that basic rights originate from human rights. Why are they basic rights? Because they have been normalized, enshrined in the Constitution,” he said before Chief Justice Anwar Usman, Constitutional Justice Arief Hidayat, Solo public officials, and faculty members of UNS.
Literacy and Institutional Consolidation
Justice Aswanto hoped that the participants of the contest were able to perform consolidation of insight, and then, of literacy and institution. At the village and kelurahan levels, informal institutions must synergize with community leaders so that any issue can be resolved properly without going through legal means.
“Likewise, network consolidation must also be developed. The village chiefs participating in speech contest may later form a [WhatsApp] group to exchange information with each other to solve problems in the field,” he said.
He also expressed gratitude and highest appreciation to the rector of UNS, the dean of FH UNS, and all their staff for accepting the Constitutional Court’s delegation who collaborated with the UNS team. He thanked them for working professionally and optimally in preparing the contest.
UNS Rector Jamal Wiwoho also expressed gratitude and highest appreciation to Chief Justice Anwar Usman and the Constitutional Court leadership for providing UNS with the opportunity to organize the contest, which took place on December 2-4, 2021.
“We hope that this kind of competition can be held again through cooperation between the Constitutional Court and UNS at the provincial level, and even at the national level,” he added.
Spirit of Kinship
Secretary-General M. Guntur Hamzah, who was also present, said in his speech that the contest had received approval from the National Disaster Management Authority (BNPB) on the condition that the health protocol was followed strictly.
“The constitution speech contest between lurahs and village chiefs in all of Solo was initiated by the Law Faculty of UNS and received full support from the Constitutional Court. This was the second constitution speech contest at UNS. [Thank God] the event ran smoothly. The participants seemed to be enthusiastic and the contest was full of spirit of kinship,” he said.
He went on to report the stages of the contest. The contest started on Thursday, December 2, with 275 videos. After a selection process by the jury until the semifinal, five finalists were selected to compete at the final on Saturday, December 4. The final, he said, was full of enthusiasm. The five finalists were highly competitive and showed their best performances.
The first prize went to Martantyo Didik Purnomo (head of Tawangsari Village), the second to Slamet Wiyono (head of Blulukan Village). At third place was Ardita Devi Mayasari (lurah of Pulisen), followed by Suparmanto (head of Slogoretno Village) at fourth place. The fifth winner was Tri Prasetyo Utomo (head of Srimulyo Village).
