SOLO, Public Relations—Deputy Chief Justice Aswanto said Article 1 paragraph (3) of the 1945 Constitution mandates that Indonesia be a law-based state. As a law-based state based on the Constitution, the sovereignty is vested in the people and is carried out based on the Constitution, said Deputy Chief Justice Aswanto at the opening ceremony of the constitution speech contest between lurahs (head of kelurahan, an equivalent of village) and village chiefs in all of Solo on Thursday, December 2, 2021. The event was a collaboration between the Constitutional Court (MK) and the Law Faculty of Universitas Sebelas Maret (FH UNS).

“Therefore, we should understand the Constitution well, especially lurahs, who are spearheads in providing services to the entire community,” he said.

Justice Aswanto added that all citizens’ constitutional rights are guaranteed in the Constitution, so they must be treated well and humanely. He said to the village chiefs to provide good services to the people.

“When ladies and gentlemen as lurahs serve the people, you must provide good services. Because all citizens’ constitutional rights have been guaranteed in the Constitution, so they must be treated well and humanely. This is important, because if this principle is not implemented, it means we disregard what the Constitution mandates,” he emphasized.

Therefore, he said, when members of the community feel that their constitutional rights are violated, they may file for judicial review to the Constitutional Court. One of the Court’s authorities is judicial review of laws against the Constitution. He then detailed all of the Court’s authorities.

Creative and Innovative

In his remarks, Secretary-General M. Guntur Hamzah said that the cooperation between the Court and UNS had been going on for years. Both have a similar vision and philosophy toward constitutionalism in Indonesia, so that the Constitution and the values therein continue to reign supremely. He also expressed appreciation for the speech contest.

“The constitution speech contest among lurahs and village chiefs in all of Solo is a creative and innovative idea so that the community’s understanding of the citizens’ constitutional rights improve, as reflected by the understanding of the mechanism when their constitutional rights are violated,” Guntur said.

He also said lurahs and village chiefs have a strategic role in community, especially performing collective acts to strengthen the values in the precepts of Pancasila. He also reported that 275 participants participated in the contest.
