BOGOR, Public Relations—The Constitutional Court (MK) held a staff work meeting (raker) to improve the quality of support to case management and the development of the Court’s judicial technology on Thursday, November 25, 2021 in Bogor. As many as 330 staff members attended the raker. On the first day, the first plenary meeting presented three panelists—Irfan Tanjuang from the National Development Planning Agency (Bappenas), Civil Service Commission (KASN) Assistant for the Supervision of the Merit System Implementation Region I Muhlis Irfan, and Mila Hanifa from the National Research and Innovation Agency’s (BRIN) Legal and Cooperation Bureau.
Irfan Tanjuang gave a presentation on the direction of development policies in the legal field in the 2020-2024 National Medium-Term Development Plan (RPJMN), in particular the 7 National Priority Programs: economic resilience, regional development, quality and competitive human resources, mental revolution and cultural development, infrastructure improvement, environmental development, and legal political stability and public transformation.
He observed that the Court had been developing integrity zones. He reminded the Court to pay attention to the constitution enforcement index. This includes several points: the objectives and benefits of the constitution enforcement index, the assessment scope of the constitution enforcement index, the formulation of the definition and concept of the index of constitution enforcement; and appropriate methods and strategies to measure the constitution enforcement index.
Civil Servants’ Career Paths
Next, Muhlis Irfan talked about “Talent Management in Civil Servant Career Development.” He said several ministries/agencies have had a very good merit system, but there are still violations in its implementation.
“For example, transferring [high leadership positions (JPT)] before its time. It should take two years, while in practice it takes only three months. So, the merit system in the Constitutional Court is expected to run in accordance with the provisions on [civil servant (PNS)] career management,” said Muhlis alongside moderator, Court researcher Irfan Nur Rachman.
He then explained the need for career paths that civil servants can refer to. While the leadership should map this path, the staff members should plan their career. The career development may be horizontal, vertical, or diagonal.
Transfer of Researchers
Next, Mila Hanifa talked about the transfer of researchers. BRIN is responsible for providing research-based policy recommendations and scientific studies that are literature-based, primary and trusted, involving data collection and development, robust quantitative methods, knowledge asset creation, and guardian of scientific culture and norms.
“Therefore, the ministry and agencies’ researchers will occupy three positions: research organizations, deputy for research and innovation, and deputy for development policies. So, researchers will only be doing research and will be positioned in research organizations so they will not be burdened with administration,” she explained.
The raker will take place for three days, Thursday-Saturday, November 25-27, 2021. On the first day, after the plenary meeting, the staff members will be divided into three panels and discussed strategic issues within the Registrar’s Office and the Secretariat-General. Panel I will talk about “Quo Vadis Judicial Technology in the Constitutional Court,” Panel II about “Bureaucratic Reform and Simplification,” and Panel III about “Organizational and Human Resources Improvement.” On the next day, various strategic directions and policies of the Registrar’s Office and the Secretariat-General will be discuss at the plenary meeting, concluded by the reading of the meeting results.
