JAKARTA, Public Relations—On Saturday morning, September 11, 2021, Constitutional Justice Daniel Yusmic P. Foekh spoke at the “Lintas Kupang Pagi” program at the RRI for the anniversary of the Radio of the Republic of Indonesia (RRI) on September 11 and the Pramuka scout movement on August 14. The live program was entitled “Building the Character of the Young Generation and Students through the Pramuka Scout Movement in Order to Maintain the Integrity of the 1945 Constitution.” The program was hosted by RRI presenter Rillen Poyk and featured other speakers.
“Indonesia has Law No. 12 of 2010 on the Pramuka scout movement, which turned out to be an initiative by the NTT Family. This is extraordinary, an idea to ensure the existence of Pramuka through a law,” he said.
He believes the law marks the state’s seriousness in building the young generations’ character. Not only Pramuka activities, but also its Dasa Dharma (scout law), must continue be supported in order to produce quality generations and maintain the integrity of the Unitary State of the Republic of Indonesia (NKRI), Pancasila, and the 1945 Constitution.
Justice Foekh said the advances of IT had led to the decline of nationalism and Pramuka. “However, the state must be present in reducing the negative impacts of technology due to the rapid flow of sometimes- unfiltered information,” he said.
He even said that transnational ideologies that have emerged recently would interfere with the state ideology Pancasila, as stated in the Preamble to the 1945 Constitution. He believes it is shared responsibility, not only the government’s, to fight against those ideologies. What is happening in currently Taliban-controlled Afghanistan, he said, might have an impact on Indonesia, as it could awaken radical groups in Indonesia.
Experience in Pramuka
For Justice Foekh, his experience in Pramuka helped improve discipline and nationalism and influenced him personally in his household and professionally when he was a lecturer and now as a constitutional justice. “I first joined Pramuka Group 03/04 of Kupang RRI. My house was located not far from the Kupang RRI office. I was more active in Pramuka in university. My last position was as head of crew in 1989-1999,” he said nostalgically.
He had a lot of experiences while in Pramuka. His house was often used to store tents because it was closest to where he practiced Pramuka. One time he was required to travel 110 km for 5 days to get promoted. “It was highly disciplined, the burden I had to carry—stove, tent, and other equipment—was heavy. But it was a great experience for me,” he stressed.
After giving a presentation, he delivered remarks at the 76th anniversary of RRI on September 11 as well as to commemorate the anniversary of Pramuka on August 14. “Pramuka trained us, especially to embody Dasa Dharma [scout law], scouting values, and the spirit of defending the republic,” he said.
Justice Foekh also advised the audience to become tough people and be strong in the face of transnational ideologies that could interfere with the republic. Without a strong state ideology, the republic will be shaken, he said.
“Learning from the history of Independence, how the Radio of the Republic of Indonesia came to stay in the people’s hearts and play an important role in the Independence. In the past, RRI was a source of entertainment for me and my family. I used to bring a transistor radio to the field and listen to RRI. Happy anniversary, RRI. Once on Air, Always on Air,” he said, closing his remarks with RRI’s motto.
