BUKITTINGGI, Public Relations—The fifth congress of the World Conference of Constitutional Justice (WCCJ) should be a momentum for the AACC to show the world the Asian way or the characteristic of Asia in solving constitutional issues for world peace. Togetherness, cooperation, consensus, and mutual assistance are Asia’s main asset in realizing the rapid progress of democracy and law enforcement, said Constitutional Justice Arief Hidayat in the second session of the Board of Members Meeting (BoMM) of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC) virtually on Thursday, August 26, 2021.
He added that during the fifth WCCJ congress, the Constitutional Court of the Republic of Indonesia (MKRI) as host will convene a special meeting between the AACC members and the Conference of Constitutional Jurisdictions of Africa (CJCA) as a follow-up to the MoU signed in Solo, Indonesia in 2017. The meeting will be a historic moment, not unlike that of the 1955 Asia-Africa Conference, approaching the 70th anniversary of the conference.

Beforehand, Chief Justice Anwar Usman had reported the MKRI’s preparedness to host the fifth WCCJ congress on “Constitutional Justice and Peace” and played a video showing the congress’ progress. Leading the MKRI’s delegation virtually from Bukittinggi City, West Sumatera, he said, “As Chief Justice of the Constitutional Court of the Republic of Indonesia, I would like to point out that we have received full support from the President of the Republic of Indonesia, the House of Representatives, and the Ministry of Foreign Affairs.”
Afterward, Constitutional Justice Enny Nurbaningsih expressed the MKRI’s for the AACC’s plan to cooperate with the Conference of the European Constitutional Courts (CECC).
“Indonesia has collaborated with several constitutional jurisdictions in Europe, for example, the Constitutional Court of the Czech Republic, the Constitutional Court of Moldova, the Federal Constitutional Court of Germany, and the Constitutional Court of Austria. We will also soon sign an MoU with the Constitutional Court of Spain. We hope that the good relations between Indonesia and several members of the CECC will provide support to the cooperation between the AACC and the CECC,” she added.

Meanwhile, Constitutional Justice Saldi Isra emphasized the importance of togetherness and cooperation between AACC members. He also informed the floor of an outstanding duty for the MKRI to host the 2nd Conference of the Judicial Conference of Constitutional and Supreme Courts/Councils of the OIC Member States/Observer States (the 2nd J-OIC Conference) on “Human Rights and Constitutionalism: The Contribution of the Judiciary in Muslim Countries.” He extended an open invitation to all AACC members to attend the conference and requested their support.

In the second session, three permanent secretariats of the AACC delivered their reports—the MKRI as the Secretariat for Planning and Coordination (SPC), the Constitutional Court of the Republic as the Secretariat for Research and Development (SRD), and the Constitutional Court of Turkey as the Center for Training and Human Resources Development (CTHRD). Secretary-General of the MKRI M. Guntur Hamzah, Secretary-General of the Constitutional Court of the Republic of Korea Park Jong Mun, and Secretary-General of the Constitutional Court of Turkey Murat Şen had previously delivered the same reports at the Meeting of Secretaries-General (MSG), which took place earlier in the day.
In the third session, the Constitutional Council of Kazakhstan handed over the AACC’s presidency to the Constitutional Court of Mongolia. Chairman of the Constitutional Court of Mongolia Jugnee Khairtiinkhan Amarsanaa congratulated the Constitutional Council of Kazakhstan for the success of the AACC MSG and BoMM as well as the permanent secretariats of the AACC for their hard work in carrying out their duties and functions. He also expressed his Court’s preparedness to continue as the AACC’s president.
The BoMM also saw the inauguration of the Constitutional Court of Jordan as the 20th member of the AACC. Constitutional Justice Taghreed Hikmet, the first Jordanian female judge who served in the Senate of Jordan, thanked the AACC members for welcoming the Jordanian Constitutional Court into the association.

The MKRI followed a series of routine events by the AACC—an internal symposium, Meeting of Secretaries-General (MSG), and Board of Members Meeting (BoMM) on Thursday and Friday, August 26-27, 2021. Due to COVID-19 pandemic, this year’s events were organized by the Constitutional Council of Kazakhstan, president of the AACC, virtually. In 2019, the MKRI also hosted the same series of events on premise in Nusa Dua, Bali.
