AGAM, Public Relations—Poetry contest on nationalism for elementary school (SD) students in Palupuh Subdistrict and pasambahan adat (traditional Minangkabau speech) contest in Pasia Laweh Nagari in Agam Regency took place on Friday morning, August 27, 2021 at the hall of Darul Ulum Al-Falah Pesantren, Pasia Laweh Nagari (Village). The two contests were part of the Constitution Week XIII organized by the Center for Constitutional Studies (PUSaKO) of the Law Faculty of Andalas University in collaboration with Pasia Laweh Nagari. The nagari’s chief Zul Arfin Dt. Parpatih officially opened both contests at 08:00 WIB.
“Throughout the nagari’s, subdistrict’s, and region’s history, especially Pasia Laweh Nagari, this is the first time that a poetry contest is held, facilitated by PUSaKO of the Law Faculty of Andalas University and under the Constitutional Court. Thank you,” he said before Constitutional Court officials, the nagari’s traditional leaders, and other guests.
Events in Pasia Laweh Nagari
An exhibition by UMKM (Micro, Small, and Medium Enterprises) of the nagari and a cultural performance had also taken place prior to the two contests. Those events were part of the Constitution Week, which also include contests on academic writing, debate on the Constitution, and English speech, said the committee’s chair, Edita Elda.
Edita said the 11 participants competed in the poetry contest, while 8 teams competed in the pasambahan adat contest. Three winners will be selected from both contests. Trophies will be handed over to the winners along with the inauguration of Pasia Laweh Nagari as a constitution nagari on Saturday, August 28, 2021.
Pasia Laweh Nagari was nominated as a constitution nagari through the Nagari Development Center (NDC) by the letter No. 68/UN16.R/TU/2021 dated June 7, 2021, signed by Andalas University rector Yuliandri. attached to the letter was the university’s arguments of their nomination of Pasia Laweh Nagari.
They maintained that the nagari had implemented a memorandum of understanding with the NDC of Andalas University, signed by the nagari’s chief Zul Arfin Dt. Parpatih and the Director of NDC Eri Gas Ekaputra.
Pasia Laweh Nagari was also one of the West Sumatera customary law communities that could prove the constitutional truth of Article 18B paragraph (2) of the 1945 Constitution. The nagari’s government is part of the Unitary State of the Republic of Indonesia (NKRI). The article reads, “The state shall acknowledge and respect the traditional law community units and the traditional rights thereof as long as they still survive and comply with the community development and the principles of the Unitary State of the Republic of Indonesia, as stipulated by virtue of law.” In addition, the nagari also preserves the traditional rights of the customary law community.
The nagari has also instilled constitutional values in its community. In the last three years, the nagari has also carried out outstanding programs that benefitted the community and assisted the state in the protection and fulfillment of the citizens’ constitutional rights in the form of innovations.
In order to be inaugurated a constitution nagari, an outstanding nagari must be nominated by the community through the local higher education institution, with proof of arguments and data that support the nomination. They must meet the requirements and the arguments must be in line with the Constitutional Court’s perspective, said the Head of the Public Relations and National Affairs Department Fajar Laksono Soeroso.
