JAKARTA, Public Relations—The Constitutional Court (MK) held another hearing on the 2020 Labuhanbatu regent-vice regent election for case No. 141/PHP.BUP-XIX/2021 on Thursday, July 22, 2021. The justices heard the report of the Court-ordered revote (PSU).
The Labuhanbatu Regency KPU’s (General Elections Commission) attorney Ali Nurdin reported that the revote had taken place on June 19, 2021 at TPS 007 and TPS 009 in Bakaran Batu Village, South Rantau Subdistrict. The revote was under supervision and monitoring by the KPU RI, the North Sumatera Province KPU, the Labuhanbatu Regency Bawaslu (Elections Supervisory Body), the North Sumatera Province Bawaslu, and the Bawaslu RI. It was also secured by the police and the military (TNI).
“The revote process was safe and orderly. A complete report of the revote has been sent to the Constitutional Court on June 25, 2021,” Ali said to the panel chaired by Constitutional Justice Enny Nurbaningsih.
The Labuhanbatu Regency KPU chairman Wahyudi reported on the overall process of the revote at the subdistrict and regency levels. As many as 85 police officers and 20 TNI officers were deployed to anticipate any disturbance during the revote.
The KPPS (polling station working committee) chairpersons explained to the voters, witnesses, and TPS observers the voting procedure. The eligible voters were those listed in the DPT (final voters list), DPTb (additional final voters list), and DPTh (relocated final voters list) who brought the KWK re-notice C model form, e-KTP (electronic resident ID card) or suket (letter of recommendation), and the KWK revote A5 model form. They also explained the health protocol that must be abided by.
At TPS 007, Candidate Pair No. 1 Tigor Panusunan Siregar-Idlinsah Harahap received 0 vote, Candidate Pair No. 2 Erik Atrada Ritonga-Ellya Rosa Siregar received 220, Candidate Pair No. 3 Andi Suhaimi Dalimunthe-Faizal Amri Siregar received 237, Candidate Pair No. 4 Abdul Roni-Ahmad Jais received 0, while Candidate Pair No. 5 Suhari Pane-Irwan Indra received 1. There was a total of 458 valid votes and 7 invalid votes.
“The recapitulation of the revote at TPS 007 ran smoothly. No witness or TPS observer raised any objections,” Wahyudi said.
Meanwhile, at TPS 009, Candidate Pairs No. 2 and 3 received 220 and 137, respectively, while Candidate Pairs No. 1, 4, and 5 all received 0. There was a total of 393 valid votes and 1 invalid vote. However, one voter was discovered to be a resident of Riau, so they were not allowed to vote by the KPPS.
“A plenary meeting on the vote recapitulation at TPS 007 and TPS 009 in Bakaran Batu Village, South Rantau Subdistrict took place on Sunday, June 20, 2021,” Wahyudi explained.

Bawaslu’s Coordination
Meanwhile, Parulian Silaban, the coordinator for the Labuhanbatu Regency Bawaslu’s legal division, explained on behalf of the agency that they had coordinated with the North Sumatera Province Bawaslu to supervise the revote after the Court’s order. They also coordinated with stakeholders—the Labuhanbatu Regency government, TNI, and the police—and activated the Gakkumdu (Integrated Law Enforcement), Panwascam (subdistrict election supervisory committee), and TPS observers. They also visited all candidate pairs and religious leaders to urge them to keep the peace ahead of the revote.
Silaban also revealed that the Labuhanbatu Regency Bawaslu had supervised the procurement and distribution in relation to the revote stages as well as the PPK (subdistrict election committee) and PPS (polling committee) members. They also sent appeal letters to state civil apparatuses (ASN) to urge them to remain neutral in the revote.
